Project Description:

The Soundcoat Company is a manufacturer of acoustical products, comprised of foam and other laminates. The facility emissions consist primarily of VOC's from a spray/roller coating line, a curing oven, a spray paint booth and an epoxy mixing station. Emissions are controlled with a catalytic oxidizer system. The applicant has agreed to accept a cap on emissions of VOC's which will restrict the potential to emit to below the 25 tons per year applicability threshold for Title V regulations. VOC emissions are capped by usage at 22.5 tons annually and Hazardous Air Pollutants (HAP) emissions are capped at 9 tons for any individual HAP and 22.5 tons for total HAP emissions. Mandatory record maintenance and reporting of data is required to verify compliance. The facility is located at 1 Burr Dr., Deer Park, Town of Babylon. The application is available for review at the Region I office.

Project Description:

The Department has made a tentative determination to approve a modification to the State Pollutant Discharge Elimination System (SPDES) permit for the KeySpan Northport Power Station. This SPDES permit authorizes the discharge of non-contact cooling water, treated wastewater, boiler blowdown, storm water, and sanitary wastewater to both Long Island Sound and groundwater. KeySpan has proposed to replace one of their boiler water demineralizer systems with a reverse osmosis treatment system. These systems are used to treat water from the municipal water supply for use in the Northport Power Station boilers. The modification will include the additional discharge of 48,040 gallons per day (GPD) of dechlorinated water containing Hypersperse antiscalent via Outfall 002 to the intake canal, and will result in a decrease of 14,000 GPD of demineralizer waste via the Wastewater treatment plant Outfall 006. No changes to the existing discharge limits or monitoring frequencies are proposed. The Northport Generating Station is located on the north shore of Long Island, within the Town of Northport.
