Project Description:

Operation of a 40 ton per day regulated medical waste (RMW) transfer station and the proposed on site management of hazardous waste, at 1281 Viele Avenue, bounded by Viele Avenue, Coster and Faile Streets. The applicant was issued a permit to operate a solid waste management facility for a RMW transfer station in December 2006 with the provision that "No chemical waste or RCRA hazardous waste... be accepted at the facility for transfer." The applicant proposes to amend the operations manual for the facility to identify the management of limited quantities of hazardous waste, with less than ten day on site storage pursuant to 6 NYCRR Part 373-1.1(d), as an activity not subject to permitting. The waste will be accepted from Conditionally Exempt, Small Quantity, and Large Quantity Generators such as dentists, radiological facilities, laboratories, hospitals and research laboratories and include fixer and developer waste, formalin, formaldehyde and formaldehyde solutions, xylene, alcohol, mercury and waste mercury contained in devices.

Hazardous waste management would be limited by quantity and volume so as not to interfere with the management of RMW. The collected material would be stored for removal by a licensed hazardous waste transporter. The number of truck trips to and from the Viele Avenue facility would increase by one round trip per week.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Oct 26, 2007.
