Notice of Acceptance of Final EIS

Cattaraugus County - The Town of Ellicottville Planning Board, as lead agency, has accepted a Final Environmental Impact Statement on the proposed Laidlaw Energy & Environmental, Inc. Power Plant and Dry Kiln. The action involves a site which contains an abandoned, disassembled, natural-gas fueled co-generation facility and lumber drying kilns. Laidlaw Energy and Environmental, Inc. proposes to construct a new co-generation facility and restart the lumber drying business, with the fuel source for the co-generation facility changing from natural gas to biomass (wood chips) and increasing the electrical output of the facility from 4 to 7 MW. Most of the electricity generated would be sold to the grid, but some would be used for plant and dry kiln operations; lumber drying would also use waste heat from the electrical generation process. The kiln drying facility has the capacity to process approximately 6 million board feet of hardwood lumber per year.
