Project Description:

DEC has tentatively determined to issue the above referenced permits for work to be preformed at the Chelsea Pump Station on the Delaware Aqueduct, which is part of the New York City water supply conveyance system. The subject permits are for work proposed at Shaft #6, which is a concrete outfall with a headwall located on the bank of the Hudson River.
Activities proposed include repairs to the inside of the aqueduct shaft that will require flushing of water presently in the tunnel, as well as installation and testing of pumps that will facilitate future flushes. Discharge water has elevated pH levels and will be released into the Hudson River after pH adjustment. Once the first discharge from Shaft #6 has been completed, it is not expected that further discharges will have a high pH. As the shaft may need to be dewatered occasionally at other times, DEC has elected to issue a standard SPDES permit with limits that will apply to any and all future discharges. SPDES permit limits include a pH limit of 6.0 - 9.0 standard units and monitoring of flow. SPDES NY 027 2663.
The project also includes placement of a rip-rap apron into an excavated channel at the base of the outlet in order to stabilize the River bottom and protect it from discharge scour. Excavation will be in the amount of approximately 186 cubic yards and fill will be composed of large stone placed over an area of approximately 215 square feet.

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.

State Historic Preservation Act (SHPA) Determination:

A Structural-Archaeological Assessment Form has been completed. The proposed activity will not impact on registered, eligible or inventoried archaeological sites or historic structures.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The Town of Wallkill has applied for a Water Supply permit (WSA #10,295) to take an additional supply of water in amounts up to 1.728 Million gallons of water per day for use in the Town's existing water supply system from the Rykowski Wells #PW-4, PW-5 & PW-6 having tested capacities of 700, 300 and 200 gallons per minute, respectively. The total approved withdrawal from all of the Town's groundwater sources would then be 8.208 Million gallons of water per day. The Rykowski Wellfield is located between Rykowski Lane and the Wallkill River, in the Town of Wallkill, Orange County, NY. [This application was previously numbered 3-3352-00094-00004, but has been renumbered to 3-3352-00311-00001]
