Project Description:

The applicant proposes construct a retirement housing complex consisting of 104 housing units, 242 parking spaces, a clubhouse, and a swimming pool on a 10.5 acre lot. The complex is proposed to be served by existing town waste disposal facilities. Regulated tidal wetlands exist on the site, and 2.33 acres of intertidal wetland area is proposed to be restored by the excavation of approximately 6,000 cu. yds. of fill and debris, the creation of hummocks, and the planting of Spartina alternaflora. All excavated material unsuitable for use on-site will be trucked to an approved upland location. The proposed project is located at the southeast corner of Rockaway Boulevard and Brookville Boulevard in Woodmere, Town of Hempstead in Nassau County, NCTM# 39-626-14-16, 18, 19 22 &23.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: Hempstead Town Conservation & Waterways

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Project Description:

The applicant proposes to construct 157 linear feet of bulkhead seaward of existing bulkheads. A 26' sheet pile sand control wall is proposed to be replaced and rotated. Regulated tidal wetlands exist at the site, and the proposed placement of the new bulkhead would result in the filling of approximately 600 sq. ft. of the littoral zone with 30 cu. yds. of clean fill from an upland source. The purpose of the project is to provide shoreline stabilization by replacing a deteriorated concrete bulkhead. The proposed project is located at the Plum Island Animal Disease Center on Plum Island, Town of Southold in Suffolk County.
