Project Description:

To modify the existing permit to add non-hazardous industrial waste streams, only in the category of non-hazardous wastewaters and wastewater/water treatment sludges.
The requested materials would include wastewaters from batch production wash down, off-spec product batches, and both organic sludges from biological treatment processes treating wastes other than sanitary waste and inorganic sludges of a non-hazardous nature. These materials will originate from the manufacture and packaging of personal care products (shampoos, conditioners, and hair gels, etc.). Liquids would be received in 275 gallon totes or 55 gallon drums. Processing would be limited to either repackaging to ensure that the integrity of the containers is maintained in storage, handling and transport or adding solidifying agents, mixed in the facility mixing pit, to achieve solids content acceptable for final disposal. It is anticipated that the volume of material accumulated at the site at any given time would be 60 totes per week with an annual throughput volume of 750,000 gallons.
It is also proposed to modify the facility's hours of operation from 7:30 a.m. - 5:00 p.m. to 7:00 a.m. - 6:00 p.m.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Oct 12, 2007.
