The applicant proposes to construct a new two-bedroom residence with associated driveway, well, and septic system, on an existing lot. All of the property is regulated Freshwater Wetland RC-18, Class I, or its associated Adjacent Area except for an area of approximately 3000 square feet. Work proposed includes approximately 0.35 acre of wetland fill for construction of the driveway, consisting of an approximately 600 foot long, 10 foot wide drive including a 20 foot long span bridge and stormwater management features. An additional 1600 square feet of drive, the 1450 square foot house, the well, and approximately 7,000 square feet of septic system are proposed in the adjacent area, with approximately 3000 square feet of the septic system located outside the regulated area.

Project Description:
The Department of Environmental Conservation (DEC) has received an application to renew State Pollutant Discharge Elimination System (SPDES) # NY 016 6545, for Mountain Crest Mobile Home Park in Sullivan County. This is a pre-existing Private/Commercial/Institutional SPDES permit. DEC has made a tentative determination to renew this permit and set a standard five year term maintaining current effluent limitations and monitoring and reporting requirements. This permit involves the surface discharge of up to 10,000 gallons per day of treated sanitary waste into an unnamed tributary of Sandburg Creek, a Class B(T) stream. Additional information including the current permit, renewal applications, and supporting documentation may be obtained from or inspected at the DEC central office in Albany. Substantive comments on the permit or requests for hearing or both must be submitted in writing to the contact person. DEC seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.
