The New York State Department of Environmental Conservation (NYSDEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY 0025241, DEC Identification #: 7-0520-00003/00001), the Village of Cayuga STP pursuant to 6 NYCRR Part 750-1.18, New York State's Environmental Benefit Permit Strategy (EBPS). The most significant proposed changes to the permit are as follows:
For summer (Jun-Oct):
1. TSS limits reduced to secondary (30/45 mg/1) limits 2. Add UOD and ammonia as required limits
For winter (Nov-May):
1. Add UOD and ammonia as required limits

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The applicant proposes to construct an approximately 140' seawall composed of large stone (approximately 200 - 400 pound sized rocks), backfill with gabion size rock (6" - 12" diameter), then install filter fabric and gravel fill, above the larger stone, to stop erosion of the shoreline at his property on Otisco Lake.
