Project Description:

The New York State Department of Environmental Conservation (NYSDEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY 011 0281, DEC Identification #: 3-1350-00059/00002-1), the Village of Rhinebeck Wastewater Treatment Plant pursuant to 6 NYCRR Part 750-1.18, New York State's Environmental Benefit Permit Strategy (EBPS). The changes to the permit are as follows: The stream classification for this discharge has been changed from Class D to Class C to reflect the changes made in 6 NYCRR Classifications and Standards. Reference to Outfall 002 has been deleted. There is only one outfall and it is Outfall 001, cascade step unit on Astor Drive which discharges directly into the Rhinebeck Kill. Total Chlorine Residual limit was deleted. The UV disinfection is provided year round. Original permit footnote numbers 2, 3 and 4 have been deleted. No UOD limit and no chlorine contact tank. A twelve month period of self monitoring data submitted on the application was reviewed and met the permit effluent limits. The plant expansion involved installation of an additional oxidation ditch and clarifier, as well as upgraded ultra-violet disinfection units and an emergency generator. After the completion of this project, the permit flow limit went from 0.153 MGD to 0.260 MGD. This work was completed as contained in the compliance schedule of the original permit issued in 1993. The modification also includes several other minor reporting modifications. The Village of Rhinebeck Wastewater Treatment Planht has surface discharge into Rhinebeck Kill, a Class C water. Additional information including the current permit, renewal applications, and supporting documentation may be obtained from or inspected at the DEC central office in Albany. Substantive comments on the permit or requests for hearing or both must be submitted in writing to the contact person. DEC seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.

The Village of Montgomery has applied for a Water Supply Permit (WSA# 11,055) to take an additional supply of water for use in the existing system by the installation of Jacobson Bedrock Well having a capcity of 80 gallons per minute (GPM) (or 115,200 gallons per day (gpd)).
