Project Description:
The Department has made a tentative determination to approve an application for an existing 3.6 million sq. ft. office building. The project comprises fourteen emergency power generating internal combustion diesel engines which will be used in the event of a power outage to provide energy to the office building. This application requests a synthetic minor hollow permit where all of the sources associated with the facility are either exempt or trivial. The facility NOx emissions are capped at 22.5 tons per year. The facility is subject to the provisions of State Facility requirements specified under 6 NYCRR 201-7.2. The application, draft permit, relevant supporting materials and regulations are available for review during normal business hours at the DEC office provided in this notice. Comments of support or objection may be made by filing a written statement by the deadline date indicated. DEC may schedule a public hearing based upon an evaluation of the nature and scope of any written objections raised. Hearing notices will contain instructions on filing for party status and submitting comments.

State Environmental Quality Review (SEQR) Determination:
Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.

State Historic Preservation Act (SHPA) Determination:
A cultural resources survey has been completed. The report of the survey is on file. No archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:
The Department has made a tentative determination to modify an existing permit for existing discharges of treated wastewater pursuant to the Environmental Benefit Permit Strategy (EBPS). The discharge is directed into an unnamed tributary of Richmond Creek (Class B). Compared to the existing permit that this modified permit will replace, the following significant changes are proposed:
Rename outfalls 002 and 003 to 001A and 001B due to process flow changes. Add Phosphorous monitoring at outfall 001. Requires rerouting of treated wastewater from the garage and repair shop areas to the facility treatment plant for expanded treatment.
