Project Name: Ulster County Open Space Plan and Program

Project Location: Ulster County

Project Description:
Ulster County is proposing to adopt, as part of its comprehensive plan, an "Open Space Plan." The Open Space Plan is a management framework that provides a means for County coordination of open space to protect efforts at the local, county and regional levels by embracing scientific, legal, financial, and participatory tools to determine our important open space resources as well as where and how the county grows. The framework contains four strategic action areas: Leadership, Linking, Learning, and Leverage. These are focused so as to provide recommendations for land conservation, capacity building to employ open space protection as part of development decisions, a clearinghouse of information on resources and practices, and a structure for coordination and collaboration among all stakeholders. The Plan also makes a series of recommendations on goals and actions for the protection of specific open space resources: Protected Open Space, Water Resources, Working Landscapes, Ecological Communities, Landforms and Natural Features, Cultural/Historic Resources, and Recreational Resources.

State Environmental Quality Review (SEQR) Determination:
The Plan is a Type I Action under SEQR. A determination of significance has not yet been made.

SEQR Lead Agency:
Ulster County is the only involved agency.

Sullivan County - The Town of Bethel Planning Board, as lead agency, has determined that the proposed Mill Hollow Conservation Subdivision will not have a significant adverse environmental impact. The action involves 48.8 acres of land which has been subdivided in accordance with the conservation subdivision code for the Town of Bethel. The project is located on Odell Road in the Town of Bethel, New York.

Positive Declaration

Dutchess County - The Town of Rhinebeck Planning Board, as lead agency, has determined that the proposed Site Plan Akiva Yeshiva and Religious Retreat may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves the establishment of a Akiva Yeshiva and Religious Retreat on a 112 acre parcel. The project is within the Town's R-5A Zoning District, the Town and State's Local Waterfront Revitalization Area, the Estate District Scenic Area of Statewide Significance and the State and Federal Hudson River National Historic Landmark District, and adjacent to Dutchess County Certified Agricultural District No. 20. The project is located on Morton Road in the Town of Rhinebeck, New York.

Notice of Acceptance of Draft GEIS


Sullivan County - The Town Board of the Town of Hurley, as lead agency, has accepted a Draft Generic Environmental Impact Statement on the proposed Comprehensive Plan. Written comments on the Draft EIS will be accepted by the contact person until October 5, 2007. The action involves the adoption of a Comprehensive master plan for the Town of Hurley, prepared November 2006. The project is located town-wide in the Town of Hurley, New York.

Notice of Acceptance of Draft EIS and Public Hearing

Westchester County - The Town Board of the Town of Greenburgh, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Landmark at Eastview. A public hearing on the Draft EIS will be held on September 26, 2007 at 7:15 p.m. at the Greenburgh Town Hall, 177 Hillside Avenue, Greenburgh, New York. Written comments on the Draft EIS will be accepted following the close of the public hearing. The action involves the rezoning of a 100.17- acre site to permit the construction of 446 age restricted residential units (270 flats, 130 town houses and 46 single-family attached homes) in a Planned Unit Development (PUD). The site is currently undeveloped and is zoned as Office Business (OB), Multifamily (M-6), and Multifamily Residence (M-10) Districts. The proposal requires a zoning change to PUD, an amendment to the Zoning Ordinance of the Town of Greenburgh to allow increased heights in the PUD, site plan approval, and subdivision approval. The project is located between Saw Mill Parkway to the west, Saw Mill River Road (Route 9A) to the east, Old Saw Mill River Road and the Madison Square Garden training facility/Laboratory properties to the north and various distribution facilities to the south in the Town of Greenburgh, New York.

Notice of Acceptance of Final EIS

Westchester County - The Village of Dobbs Ferry Planning Board and Board of Trustees, as lead agency, has accepted a Final Environmental Impact Statement on the proposed Waters Edge at Dobbs Ferry Residential Subdivision. The action involves the proposed construction of an eleven lot residential subdivision and associated infrastructure on an existing 4.4-acre parcel of land. The project is located on Atilda, Fairlawn and Constance Avenues in the southwest portion of the Village of Dobbs Ferry, Town of Greenburgh, New York.
