The applicant proposes to construct a 1/4-acre pond within a mown portion of State-designated Freshwater Wetland AM-9 (Class II). The project site is located on the west side of Mygatt Road, approximately 1/2-mile north of the intersection with NYS Route 343. As proposed, the pond would be approximately 80 feet wide by 150 feet long by 12 feet deep. The impoundment would be created primarily through excavation, but a 3-5 foot high earthen berm will also be created. Approximately 0.35 acre of the wetland would be disturbed during construction of the pond.

Project Description:

The Orange County Department of Public Works has applied for a Part 360 permit to reconstruct and upgrade an existing registered County transfer station (known as either Orange County Transfer Station #1, or the New Hampton Transfer Station) in order to increase its operation to 450 tons per day of Mixed Solid Waste (MSW) and Construction & Demolition Debris (C&D), The reconstructed facility would consist of construction of a new 15,000 square-foot enclosed building designed to separately load both MSW and C&D under all weather conditions. The County would continue to accept bagged garbage dropped off by County residents at a designated area adjacent to, but separate from, the transfer station, to avoid mixing the passenger cars with the truck traffic.

The County also applied for a 401 Water Quality Certification from this Department in order to be eligible for a Nationwide Permit (NWP) from the US Army Corps of Engineers, for the disturbance of less than one-tenth of an acre of federal wetland for construction of this facility.

Construction of this proposed transfer station would disturb approximately 2.5 acres of a 4.87-acre site that is currently used by the County as a registered transfer station, and which is adjacent to the closed County Landfill, off NYS Route 17 M, in the Town of Goshen, Orange County, New York.

Project Description:

The applicant is proposing to install a new fiber optic line in an existing easement that crosses the Croton River from the AT&T Corp. site at 75 Pent Highway in the Town of Ossining to a parcel in the Village of Croton on Hudson. The installation will be preformed by use of a horizontal boring from the Town of Ossining side of the river more than 50 feet from the Croton River shoreline, beneath the Croton River to more than fifty feet off of the Croton River shoreline on the Village of Croton on Hudson side. The new fiber optic will then be connected to the existing fiber line on each side of the river by trenching method. Slurry from the drilling will be transported off site.
