Project Description:
The New York State Department of Environmental Conservation is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY-0029076, DEC Identification #: 6-3040-00003/00002), Clark Mills Sewage Treatment plant pursuant to 6 NYCRR Part 750-1.18, New York State's Environmental Benefit Strategy (EBPS). The changes to the permit are as follows:
1. Add definitions for Prohibited Sanitary Sewer Overflows
2. Add Ammonia monitoring requirements. For discharges to freshwater monitoring information will be collected if water quality limitations are necessary for Ammonia.
3. Update monitoring locations.
4. Add schedule of compliance, which consist of developing an action plan for high flow occurrences.
Clark Mills Sewage Treatment Plant discharges into Oriskany Creek, a standards B(T) water . NYSDEC seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:
The Department has made a tentative determination to approve this State Pollutant Discharge Elimination System(SPDES) permit application to discharge up to 6500 gallons per day of treated sanitary waste water to the Grasse River. The discharge is from an upgraded onsite treatment system which will serve a boarding/day school to be operated by the Holy Name of Jesus Academy, Inc. in the Town of Massena, St. Lawrence County. The school was formerly the Twin Rivers Elementary School. The draft permit with conditions is available for review in the Region 6 NYS DEC office in Watertown, NY.
