Project Description:
The Department has prepared a draft SPDES permit (SPDES #0274089) and has made a tentative determination to approve a proposed discharge of up to an average of 11,000 gallons per day (gpd) of treated sanitary effluent from the Dragon Springs Buddhist Temple facility. A substantial portion of the proposed flow (approximately 8,000 gpd) was previously approved for a subsurface discharge on the Dragon Spring's facility but would instead be combined with the flow from the facility's new Multi-Purpose Building for treatment and discharge to a Class C-t tributary (Index #D-1-12-1) of the Basher Kill, at a point just upstream from the entrance road to the facility.
Dragon Springs also applied for a Protection of Waters permit and a 401 Water Quality Certification to construct a stone-lined swale as an outfall structure on the southern bank of this same tributary of the Basher Kill.
The Dragon Springs Buddhist Temple facility, and the discharge point on the stream, are located off Galley Hill Road in the hamlet of Cuddebackville, Town of Deer Park, Orange County, NY.
