Pursuant to Section 30-a of the Public Land Law, the Office of General Service hereby gives notice to the following:
Notice is hereby given that the New York State Office of General Service has declared that a .24 acre of land on 5217 South Main Street, aka Route 42, located in the Town of Fallsburg, Sullivan County, New York, is no longer useful for State Program purposes and has been declared abandoned to the Commissioner of General Services for sale or other disposition as unappropriate State Land. This abandonment was approved August 10, 2007.

Orange County - The Town of Montgomery Planning Board, as lead agency, has determined that the proposed Brick Church Meadows Subdivision will not have a significant adverse environmental impact. The action involves the preliminary approval of a 16 lot residential subdivision and lot line change. The project is located on Route 17K opposite Brick Church and adjacent to Brick Church Cemetery, Town of Montgomery, New York.

Westchester County - The Westchester County Board of Legislators, as lead agency, has determined that the proposed Ossining Trust Bank Flats will not have a significant adverse environmental impact. The action involves the conversion of a former commercial building into a mixed-use development, which will include 12 residential condominium units, a restaurant and retail. Parking for the residents will be provided at a nearby municipal parking lot on Brandreth Street. The project is located at 135-139 Main Street, Village of Ossining, New York.

Positive Declaration and Public Scoping
Orange County - The Town of Goshen Planning Board, as lead agency, has determined that the proposed Hambletonian Park, Section F Subdivision may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The applicant has provided for the placement of the DEIS on the Town's website, (www.townofgoshen.org) and full copies of the DEIS are available at the Town of Goshen Building Department Office, Town Clerk's Office and Town of Goshen Library (203 Main Street) for public viewing during normal business hours. Written comments on the draft scope will be accepted up to ten (10) days following the public hearing at the address listed. A public scoping session will be held on September 20, 2007 at 7:00 p.m. at the Goshen Town Hall, 41 Webster Street, Goshen, NY 10924. The action involves the Hambletonian Group's proposal to subdivide a parcel currently consisting of 20.43 acres in the Hamlet Residential (HR) Zone into 38 single family lots. The subdivision represents the final piece of the previously developed 163 lot Hambletonian Park located off of Craigville Road. The project will include a connection into the Town of Goshen's sanitary wastewater collection and the Hambletonian Park potable water supply district. The sewage effluent will be conveyed and treated by the Village of Goshen wastewater treatment facility. The clustered nature of the subdivision will leave approximately 6.43 acres on the site in its natural state. One through road is proposed to be constructed which will connect Upper and Lower Magic Circle Drives. The project is located on Magic Circle Drive, off Yankee Maid Lane and Craigville Road, Town of Goshen, New York.

Putnam County - The Town of Carmel Planning Board, as lead agency, has determined that the proposed Putnam Community Foundation Senior Housing Development may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. Written comments on the draft scope will be accepted by the contact person for not less than ten (10) days after the close of the scoping session. A public scoping session will be held on September 12, 2007 at 7:00 p.m. at the Town of Carmel Town Hall, 60 McAlpin Avenue, Mahopac, New York. The action involves the proposal to construct 64 units in two, two story buildings, multi-family buildings and 56 units in 18 one story single family, triplexes or quad style buildings. A one-story Community Building, recreational facilities and an open green along with all related infrastructure are included in the proposed plan. The Proposed Action has been designed in conformance with current bulk regulations of the Town of Carmel Zoning Code and meets all setback and coverage requirements. The project is located on a 35.3 acre parcel immediatley south of the Putnam Hospital Center on the east side of Stoneleigh Avenue between Drewville Road and US Route 202, in the Town of Carmel, New York.

Notice of Acceptance of Final EIS
Westchester County - The Village of Mamaroneck Planning Board, as lead agency, has accepted a Final Environmental Impact Statement on the proposed Mamaroneck Beach and Yacht Club, Clubhouse Alterations and New Seasonal Residences. The action involves improvements to the existing Club Facility, including alteration to the main clubhouse, the introduction of 32 new seasonal residences (12 within the renovated clubhouse and 20 within four new seasonal residence buildings), a new yacht club/dockmaster's building, a new recreation building and pool complex, and a new marina containing 32 boat slips. The project is located at 555 South Barry Avenue, Village of Mamaroneck, New York.
