Project Description:

The Department of Environmental Conservation (DEC) has received an application to renew State Pollutant Discharge Elimination System (SPDES) # NY 010 5627, for Campbell Hall Rehabilitation Center in Orange County. This is a pre-existing Private/Commercial/ Institutional SPDES permit. DEC has made a tentative determination to renew this permit and set a standard five year term maintaining current effluent limitations and monitoring and reporting requirements. This permit involves the surface discharge of up to 18,000 gallons per day of treated sanitary waste into an unnamed tributary of Otterkill Creek, a class D stream.

Additional information including the current permit, renewal applications, and supporting documentation may be obtained from or inspected at the DEC central office in Albany. Substantive comments on the permit or requests for hearing or both must be submitted in writing to the contact person.

DEC seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.

The applicant proposes to restore a 450-foot long section of the Mamaroneck River (DEC Water Index No. LIS-8, Class C(t)) located on the Maplemoor County Golf Course. An existing, degraded, man-made impoundment within the river channel will be restored by the removal of excess sediment, removal of invasive plant species, regrading, and re-planting with native plant species. In addition, several stone weirs will be installed to enhance stream flow and a stream side wetland will be created to improve water quality.

The applicant requests a permit to: construct a plunge pool at the discharge of the proposed NYS DOT 36 inch diameter drain pipe across the Beach Hill Road; construct a new drainage ditch along Beach Hill Road from the plunge pool to the existing headwall and; construct a new plunge pool at the existing concrete headwall which will accept discharge from the new ditch, the 36 inch pipe and the culvert box beneath Beach Hill Road and; remove approximately 100 feet of silt and gravel from Beach Hill Road to the most westerly Con Ed power line through State designated Freshwater Wetland 9-0 (Class 1) which has the Pocantico River flowing through it.

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
