Project Description:

The Department of Environmental Conservation (DEC) has received an application to renew State Pollutant Discharge Elimination System (SPDES) # NY 021 5597, for Riverwood Estates in Jefferson County. This is a pre-existing Private/Commercial/Institutional SPDES permit. DEC has made a tentative determination to renew this permit and set a standard five year term maintaining current effluent limitations and monitoring and reporting requirements. This permit involves the surface discharge of up to 4,500 gallons per day of treated sanitary waste into an unnamed tributary of St. Lawrence River, a class A stream.

Additional information including the current permit, renewal applications, and supporting documentation may be obtained from or inspected at the DEC central office in Albany. Substantive comments on the permit or requests for hearing or both must be submitted in writing to the contact person.

DEC seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.

The applicant proposes to install an 8' diameter culvert across a twenty foot span of beaver flow on an existing access road to timberlands. The site is located approximately 4,000' south of CR 36 and 3500' west of NYS Route 56, three miles south of the Village of Massena. The site is within the boundary of regulated freshwater wetland MA-13, a 61 acre, Class III wetland.
