Project Description: The project is the subdivision of 96.124 acres into three lots, thereby creating a vacant 38.812 acre lot (Lot 1), a vacant 49.312 acre lot (Lot 2) and a 10 acre lot (Lot 3) with an existing single family dwelling, guest cottage, garage/shop/office and boathouse on it. Each of the lots is proposed for possible future conveyance. No new land use or development is proposed for any of the proposed lots at this time. Lot 1 does not have any wetlands or other water features on it. There is a 2 ± acre pond and wetlands on Lot 2. Lot 3 has 701.14 feet of frontage on Upper Chase Lake and wetlands along the shoreline of the lake.
Jefferson County - The Town of Cape Vincent Planning Board, as lead agency, has determined that the proposed Cape Vincent Wind Power Project may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. A draft scope of environmental analysis will be made available for review and comment by all involved and interested agencies and the public, and written comments on the draft scope will be accepted until September 14, 2007. Copies of the scoping document will be available for viewing at the libraries for the Town of Cape Vincent (157 N Real St, Cape Vincent, NY) and the Town of Lyme (12165 State Route 12E Chaumont, NY), and at the Clerk's Office for the Town of Cape Vincent (1964 State Route 12e, Cape Vincent, NY). The action involves a proposed wind-powered generating facility of up to 140 wind turbines having a combined total maximum Project capacity of up to 210 megawatts ("MW"). The Project will also include access roads, buried and aboveground electric cable, and a substation. The project is located approximately two miles southeast of the Village of Cape Vincent and six miles northwest of the Village of Chaumont, New York.
