The New York State Department of Environmental Conservation (NYSDEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY 002-6956, DEC Identification #: 7-2512-00012/00001-0), the City of Oneida Sewage Treatment Plant pursuant to 6 NYCRR Part 750-1.18, New York State's Environmental Benefit Permit Strategy (EBPS). The changes to the permit are as follows:
The concentration based effluent limit for UOD during the summer has been reduced, from 35 mg/l to 31.7 mg/l. The phosphorous limit has also been reduced, from 1.0 mg/l to 0.6 mg/l (beginning in 2008). The chlorine limit was reduced, from 0.15 mg/l to 0.1 mg/l. The limit for Ammonia during the summer was reduced, from 4.7 mg/l to 3.5 mg/l and during the winter the limit was lowered from 10 mg/l to 7.4 mg/l.
There will also be a minimum dissolved oxygen requirement of 7.0 mg/l beginning in 2008. The concentration based limits for CBOD and TSS remain the same. Limits (in lbs/day) for the above parameters have been increased accordingly to reflect the new design flow (2.5 mgd to 3.75 mgd).
The modification also includes several other minor reporting modifications. The City of Oneida Sewage Treatment Plant has surface discharge into Oneida Creek, a class C water. DEC seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.
