Project Description:

The Department of Environmental Conservation (DEC) has received an application to renew State Pollutant Discharge Elimination System (SPDES) # NY 012 0774, for Cal's Cottages in Jefferson County. This is a pre-existing Private/Commercial/Institutional SPDES permit. DEC has made a tentative determination to renew this permit and set a standard five year term maintaining current effluent limitations and monitoring and reporting requirements. This permit involves the surface discharge of up to 11,700 gallons per day of treated sanitary waste into the St. Lawrence River, a class A stream.

Additional information including the current permit, renewal applications, and supporting documentation may be obtained from or inspected at the DEC central office in Albany. Substantive comments on the permit or requests for hearing or both must be submitted in writing to the contact person.

DEC seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.

The applicant proposes to expand an existing agricultural bag bunk silo facility at his farm located 3.5 miles south of the Village of Ellisburg, west of Hoxie Road, 1600' west of McDonald Hill Road. The new filter fabric and crusher run pad will be 300' long x 225' wide, with a high flow collection system, and two 40' wide x 326' long wastewater treatment strips. The site is within 50'of regulated freshwater wetland E-4, a 73 acre, Class III wetland. The filter strips will direct any excess nutrients from the facility towards agricultural fields and away from the wetland.

The Sauquoit Creek Basin Intermunicipal Commission will implement; gravel removal, clearing and snagging of log jams, selective cutting of streambank and floodplain vegetation as maintenance activities along portions of Sauquoit Creek as specifically identified on the Sauquoit Creek Permit Map.

It is intended that municipalities which are members of the Commission will share responsibility to abide by guidelines and stipulations agreed upon between the Commission and Department of Environmental Conservation.

This modification will extend the coverage area from Chenango Road to Elm Street within the Town of New Hartford. The current permit coverage is devided into two segments; extending from just north (downstream) of the CSX railroad bridge in the Town of Whitestown, to where the Creek enters the Village of Whitesboro. The second section extends from where the stream enters the Town of Whitestown upstream to Chenango Road in the Town of New hartford.
