Project Description:

The applicant proposes to install a new driveway across State-designated Freshwater Wetland N-24 (Class ) for access to a single-family home site. The project site is located southwest side of Sinsabaugh Road, approximately 1.2 miles north of the intersection with NYS Route 52. As proposed, a driveway approximately 12 feet wide will be installed across 35 feet of the wetland with a single culvert pipe.

State Environmental Quality Review (SEQR) Determination:

Project is not subject to SEQR because it is a Type II action.

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Project Description:

The applicant proposes to operate a septage/sludge dewatering plant and transfer station within an existing industrial building located at 3226 Albany Post Road in the Village of Buchanan. As proposed, the facility would be able to process up to 30,000 gallons per day of filtrate, which would be discharged to the Village of Buchanan wastewater treatment plant. Residual solids would be contained within specifically designed, closed roll-off containers during the process and then, once full, transported off-site to an authorized solid waste disposal facility. The facility will be located outside the 100-year flood plain.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.

SEQR Lead Agency: Buchanan Village Board

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
