The New York State Department of Environmental Conservation (NYSDEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY010 4809, DEC Identification #: 1/4720/00355-00008), the Suffolk County Sewer District #3 - Southwest Plant pursuant to 6 NYCRR Part 750-1.18, New York State's Environmental Benefit Permit Strategy (EBPS). The changes to the permit are as follows:
Water Quality Based Effluent Limit (WQBEL) of 2.0 mg/l has been added for Total Residual Chlorine. Copper has a WQBEL action level of 13 lbs/day. Testing for mercury levels using EPA Method 1631 have been added. A requirement to perform a Pollutant Minimization Plan for mercury has been added. The following action levels have been revised to reflect current discharge levels: Arsenic, thallium, zinc, tetrachloroethylene, bis (2-ethylhexyl), phthalate, chloroform, toluene, total phenolics. A requirement to perform 4 quarters of toxicity testing once every 5 years has been added. A sludge management plan compliance schedule has been added. A requirement to submit a Comprehensive Sludge Treatment and Management Disposal Plan has been added. Additional pretreatment conditions have been added to control the amount of waste accepted by the leachate and scavenger waste collection system and to document the daily receipt of waste. The limit on scavenger waste accepted is 565,000 gpd. The limit on landfill leachate waste accepted is 65,000 gpd.
The modification also includes several other minor reporting modifications. The Suffolk County Sewer District #3 - Southwest Plant has surface discharge into the Atlantic Ocean, a class SA water. DEC seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.
