Designation of Critical Environmental Area

Onondaga County - The Village of Manlius has designated the following lands as The Onondaga Escarpment Nature Corridor Critical Environmental Area (CEA). The boundaries of the CEA includes all property in the village of Manlius generally located west of the most westerly point of Glencliffe Road and north of Route 173, said land currently encompassing three specific parcels:
(1) Tax Map ID# 033.2-01-01.0, Deed Book 2643, Deed Page 697, located at NYS State Plane coordinate Grid East 653449 Grid North 1091044;
(2) Tax Map ID# 033.2-01-02.0, Deed Book 4808, Deed Page 96, located at NYS Plan coordinate Grid East 654766 Grid North 1092265; and
(3) Tax Map ID# 033.2-01-03.0, Deed Book 4861, Deed Page 935, located at NYS Plane coordinate Grid East 655414 Grid North 1092647

The boundaries of The Onondaga Escarpment Nature Corridor CEA are depicted on an unnamed map, which was appended (Appendix A) to the resolution which designated the CEA.

The environmental characteristics which were the basis for the designation of The Onondaga Escarpment Nature Corridor CEA include: the Gorge with its exposed cliffs of the Onondaga Escarpment; the three adjacent falls commonly known as The Staircase Falls, The Tall Twin Falls, and The Cascades Falls; the Floodplain; the disappearing streams and the stream banks, all indicative of karst topography; the numerous Old Growth Trees; the Hemlock Bowl; and the Historic Stone Walls.

Project Description: The Department of Environmental Conservation is reviewing a TRP application to conduct vibroseis seismic testing on Tioga State Reforestation Area #1 along Jenksville Hill Road and the DEC Public Forest Access Road. Fortuna Energy, Inc. is the lease holder on Tioga RA#1, contract # X005034. No off road travel is to be allowed under the proposed permit. Comments will be accepted until August 15th, 2007.

Negative Declaration

Chenango County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Dane Clark Proposed Bluestone Quarry will not have a significant adverse environmental impact. The action involves the operation of a new 3.4 acre bluestone quarry. One acre of the proposed quarry has been mined under a Bluestone Exploration Authorization permit. Material will be mined by use of excavator, loader/dozer, and skid steers. Blasting, by a licensed blaster, will occur only if necessary. The project is located approximately on the north side of Quarry Hill Road, 1500 feet eat of the intersection with NYS Route 200 in the Town of Smithfield, New York.

Chenango County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed John Lepre Proposed Bluestone Quarry will not have a significant adverse environmental impact. The action involves the operation of a new 30 acre bluestone quarry. The area has been previously mined and is currently operating under a Bluestone Exploration Authorization. The bluestone will be removed with mechanical stone saws, air drills, production blasting, feathers, chisels, air bladders, bobcats and forklifts. Blasting will be conducted by a licensed blaster. The project is located on East Afton Road, approximately 3.0 miles from the intersection with NYS Route 206 in the Town of Afton, New York.

Chenango County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed F.S. Lopke Contracting, Inc. - Oxford will not have a significant adverse environmental impact. The action involves the project sponsor proposing the operation of a 90 acre life of mine quarry on a 219 acre parcel. The operation of the quarry will include drilling, blasting, crushing and processing. The project is located west of County Route 35 and north of Wackford Road on property owned by Jame Enterprises, Inc., Town of Oxford, New York.

Notice of Acceptance of Draft EIS and Public Hearing

Onondaga County - The Town of Onondaga Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Peregrine Landing on Onondaga Hill. A public hearing on the Draft EIS will be held on August 13, 2007 at 7:30 p.m. at the Town of Onondaga Town Hall, 5020 Ball Road, Onondaga, NY 13215. Written comments on the Draft EIS will be accepted until August 23, 2007. The action involves a major subdivision with construction of roadways and drainage facilities to support approximately 262 dwelling units, consisting of 95 single family homes, 76 patio home units and 91 townhouse units. Additionally, the northeast portion of the lands will include approximately 46,000 square feet of commercial office space. Although not presently proposed, it is envisioned that the western portion of the lands will feature 171,000 square feet of commercial development , consisting of retail structures of various scope and sizes. To effectuate this proposal, applicant has requested a zone change of 118.3 acres from Residential (R-1) to Planned Residential community (PRC) and the change of 11± acres from Neighborhood Shopping (NS) to PRC. The project is located on West Seneca Turnpike (south of Route 175 "Onondaga Hill"), Town of Onondaga, New York.
