Project Description:

The Department of Environmental Conservation (DEC) has received an application to renew State Pollutant Discharge Elimination System (SPDES) # NY 015 6671, for Greater Binghamton Airport in Broome County. This is a pre-existing Private/Commercial/Institutional SPDES permit. DEC has made a tentative determination to renew this permit and set a standard five year term maintaining current effluent limitations and monitoring and reporting requirements. This permit involves the surface discharge of up to 26,510 gallons per day of treated sanitary waste into a tributary into Bradly Creek, a class D stream.

DEC seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.

The project sponsor has proposed the operation of a 90 acre life of mine quarry on a 219 acre parcel. The operation of the quarry will include drilling, blasting, crushing and processing. The proposed mine entrance is on Wackford Road, approximately 1600' west of County Route 35.

Note: The project was previously publicly noticed with the proposed haul road entering and exiting on County route 35. Due to issues associated with the County Route 35 entrance, the applicant has revised the proposal to include a relocated mine entrance.

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
