Project Description:
DEC has tentatively determined to issue a modified SPDES permit to the above referenced facility for a proposed expansion of the wastewater treatment system on site. The treatment system is currently permitted to discharge 4,200 gallon per day (GPD) of treated sanitary waste from a sub-surface sand filtration system into a tributary of Little Black Lake, Class B. The proposed expansion is for the purpose of repair of the existing system and accommodation of 60 additional bedrooms on-site. The applicant proposes to increase the design flow of the WWTP to 7,200 GPD by expanding the size of existing sand beds. SPDES permit NY 014 8369.

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:
The permit application proposes a six lot clustered subdivision on a 25 acre property, which is partially within the adjacent area (AA) of State fresh water wetland 0-16 (Class 1) located on Chappaqua and Washburn Roads in the Town of Mt. Pleasant, Westchester County. The development of the subdivision will require the off site disturbance of 303 sq. ft. of State wetland 0-16 for installation of the sewer line under the Chappaua Road and Washburn Creek. The subdivision layout will leave a majority of the adjacent area undisturbed (less than 3% will be disturbed). The homes will be served by public sewer and water.
