Project Description:

The Department has received an application for a modification of the State Facility Permit issued June 10, 2003 for the Monroe Newpower Corp - Iola Cogeneration Facility, to authorize changes in the permit conditions restricting facility emissions to below 6 NYCRR Part 201-6 (Title V) applicability thresholds for a Major Stationary Source, and to include a fourth boiler.


Monroe Newpower Corp proposes to eliminate the requirements for limiting operating hours of each of its natural gas fired generator engines, and each of its boilers which can fire either natural gas or #2 fuel oil. To replace the original conditions limiting facility emissions, Monroe Newpower Corp proposes to remain below Title V thresholds by limiting facility natural gas and #2 fuel oil use in any 12 consecutive month period.


In response, the Department has generated a Draft Permit, with conditions limiting emissions based on actual fuel usage in any 12 consecutive months. This will limit facility emissions of carbon monoxide (CO) and sulfur dioxide (SO2), the contaminants emitted at the highest rate, to below the Title V thresholds of 100 tons per year each.


Compliance verification includes calculations of 12 month rolling totals of emissions based on fuel use and appropriate emission factors for the engines and boilers. These records are to be maintained at the facility for a minimum of five years and must be made available with all supporting data to Department inspectors upon request.

In anticipation of subdividing the 5 acre parcel the applicant has proposed to construct an additional 6,000 s.f. single story building on the southeastern portion of the site. As part of the site development the following activities have been proposed partially within the 100 ft. adjacent area of NYS Freshwater Wetland VT-2: modification of the existing stormwater detention facility to meet current Department requirements; installation of parking area for the building, landscaping, and providing space for seasonal storage of snow. Alternative layouts have been explored so as to minimize impacts to the wetland/adjacent area. Area variances from the Town of Victor are required for setback and construction of the parking.
