The Department of Environmental Conservation (DEC) has received an application to renew State Pollutant Discharge Elimination System (SPDES) # NY 015 5136, for Bridgeport Elementary School in Madison County. This is a pre-existing Private/Commercial/Institutional SPDES permit. DEC has made a tentative determination to renew this permit and set a standard five year term maintaining current effluent limitations and monitoring and reporting requirements. This permit involves the surface discharge of up to 7,000 gallons per day of treated sanitary waste into Chittenango Creek, a class C stream.

DEC seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.

The applicant proposes to install a 100 foot long 71" x 103" pipe arch culvert and approximately 350 cubic yards of granular fill, rip rap and asphalt in the stream channel of an unnamed tributary to Harbor Brook, to total approximately 250 feet of linear streambed disturbance, for the purpose of constructing a town highway to service an extension of the proposed Tabitha Creek Residential Development (Section G2). The work includes the installation of an 8" waterline, a 21" storm line, 8" sewer line, 6' and 12" sleeves for gas and electric crossings under the proposed pipe arch culvert. Tabitha Creek Subdivision is located at Howlett Hill Road and West Seneca Turnpike in the Town of Onondaga.

Project Description:

The New York State Department of Environmental Conservation (NYSDEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY 002-6301, DEC Identification #: 7-3504-00006-00001), the Fulton Water Pollution Control Plant, located in Oswego County, pursuant to 6 NYCRR Part 750-1.18, New York State's Environmental Benefit Permit Strategy (EBPS). The changes to the permit are as follows:

The mercury limit has been changed to 200ng/l (Water Quality based effluent limit / Practical Quantitation Limit / Detection Level). The action level for Aluminum was reduced to 3.8 lb/day based on actual discharges. Outfall 005 was eliminated, therefore, deleted from the permit. The schedule of compliance was updated.

The modification also includes several other minor reporting modifications. The Fulton Water Pollution Control Plant has surface discharge into Oswego River, a class B water. DEC seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.
