Project Description:

The applicant proposes to develop and operate a 16.8 acre sand and gravel mine within a 100 acre parcel northwest of the Village of Poland. The project site is the applicants property located north of NYS Rt. 28, approximately one half mile northwest of the Village of Poland. The mine is intended to operate as a traditional surface extraction of sand and gravel with Hinckley gravelly loam as the predominate soil type on the site. Excavation will be done by mechanical equipment, standard for sand and gravel mining operations. Material will be stockpiled as unprocessed "runofbank", or processed with portable screens and crushers. Maximum processing rates for the screen and crushing operations will not exceed 150 tonsperhour (TPH). Final reclamation will restore the site to a 2.2 acre open water surface within a 14.6 acre private storage and recreation area. Upland reclamation will include the replacement of stockpiled topsoil, and reseeding with an approved USDA SCS seed mixture. The reviewed lifeofmine area is 16.8 acres.

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

The applicant proposes to install a 5 foot diameter culvert in Sangerfield River, a class C (T) stream, and improve 520 feet of existing agricultural road through FWW C-27, a Class II freshwater wetland. Road improvements will consist of placement of geotextile fabric covered by 6 inches of bank run gravel, topped with 4 inches of crusher run. The road will be no more than 12 feet wide. The projects purpose is to improve access for agricultural activities.
