The applicant, Arthur LeFevre, proposes construction of a gravel drive through a portion of freshwater wetland to gain access to a 50 acre parcel in his ownership for farming purposes and a single family residence. The proposed 25 foot wide drive would begin at the north end on the west side of Rascoe Road, and traverse west. It will impact approximately 478 lineal feet of wetland and 194 lineal feet of adjacent area.

The applicant requests an expansion of the existing sand and gravel mine by an additional three acres on the northern and eastern edges for a total life of mine area of thirteen acres. The site is located north of the intersection of Lane and West Street in the Town of Malone, on property owned by the applicant (Village of Malone). Gravel excavated from the pit will be used on municpal projects from 2007 to 2012. The site will be reclaimed with vegetation upon completion of mining.
