To comply with FAA airport safety and design standards for municipal airports, the applicant is proposing to extend the runway 300 feet south, requiring fill within approximately .04 acres of class I wetland HA-3, and 1.42 acres of wetland adjacent area. The Department of Environmental Conservation (DEC) has received an application to renew State Pollutant Discharge Elimination System (SPDES) # NY 015 5268, for Empire State Speech and Hearing in Tompkins County. This is a pre-existing Private/ Commercial/ Institutional SPDES permit. DEC has made a tentative determination to renew this permit and set a standard five year term maintaining current effluent limitations and monitoring and reporting requirements. This permit involves the surface discharge of up to 10,600 gallons per day and a subsurface discharge of 600 gallons per day of treated sanitary waste into a tributary of Miller Creek, a class D stream.

DEC seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.

Project Description:

The applicant proposes to replace/rehabilitate approximately 15 miles of the NYS Thruway, including full depth repair to deteriorating pavement and travel lanes, increasing shoulder widths, flattening roadside embankments, rehabilitation, replacing and extending culvert ends, and widening bridges. Portions of this project will be located within the following ten (10) NYS regulated wetlands and or adjacent areas: CAM-12,14, 17, 18, 19 20, JOR-2, 7 10 and W-18. This project also requires work to be performed along portions of Skaneateles Creek, Carpenters Brook, Cold Spring Brook (Putnam Creek), White Bottom Creek, and other un-named tributaries. This rehabilitation project includes the section of the NYS Thruway from Exit 40 (Milepost 304.5) to Exit 39 (Milepost 289.3) within the Towns of Brutus, Elbridge and Camillus in the Counties of Cayuga and Onondaga.
