Project Description:

The Department of Environmental Conservation (DEC) has received an application to renew State Pollutant Discharge Elimination System (SPDES) # NY 021 5783, for Donegan Boathouse in Jefferson County. This is a pre-existing Private/Commercial/Institutional SPDES permit. DEC has made a tentative determination to renew this permit and set a standard five year term maintaining current effluent limitations and monitoring and reporting requirements. This permit involves the surface discharge of up to 300 gallons per day of treated sanitary waste into the St. Lawrence River, a class A stream.

DEC seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.

Project Description:

The project will be the construction of a water storage and distribution system to serve residents and businesses along County Route 4, NYS Route 12E, Huff Road, County Route 6, Humphrey Road and Bates Road within the town of Cape Vincent. The project will be comprised of approximately 52,900 lineal feet of ductile iron pipe water mains; 9,680 lineal feet of copper water services; 164 curb stop assemblies, corporation stop assemblies and water meters; as well as fire hydrants, valves and master water meters at each point of interconnection with other water systems. This project also includes the construction of an elevated water storage tank. This project will take up to 54,000 GPD from the Village of Cape Vincent municipal water system and will connect to the water distribution system in the Village of Cape Vincent.

This permit involves both surface and groundwater discharge of up 6,675 gallons per day each for a total of 13,350 gallons per day of treated sanitary. The surface receiving water is the East Branch of the Mohawk River, a class A (t) stream.

The existing toilet facility and 660 sq. ft. absorption sewage treatment field(outfall # 011) will be abandoned in place and replaced with a new central shower building and a new 4000 gallon primary treatment tank and 3000 sq. ft. absorption field. Design flow will be 2680 gallons per day.
