This notice announces the availability of a draft Division of Fish,Wildlife and Marine Resources (DFWMR) staff guidance document for shoreline protection activities. The DFWMR has determined that increased shoreline development is having a cumulative adverse impact on the littoral, shoreline and riparian zones of many inland waterways in New York. This guidance document recommends that, whenever possible, shoreline stabilization activities should focus on non-structural and bioengineering approaches for erosion problems. In situations where hardened structural approaches remain the sole option, such as the replacement of a vertical breakwall, the replacement installation should occur, whenever possible, either behind or at the present location and the identified fish and wildlife migratory concerns mitigated. Further, the guidance document recommends that all protective measures should be properly designed and installed.

This guidance document is being made available for public comment for a period of 30 days, ending July 27, 2007. Pollution Prevention and Environmental Compliance Coordinating Council Meeting - July 18, 2007
The Pollution Prevention and Environmental Compliance Coordinating Council hereby gives notice that a meeting of the Council will be held from 11:00 A.M.- 1:00 P. M., on July 18, 2007 an the New York State Energy, Research and Development Authority at 17 Columbia Circle, Albany, NY 12203.
Council members include: the New York State Department of Environmental Conservation (DEC), the New York State Environmental Facilities Corporation (EFC), the New York State Department of Economic Development (DED), the New York State Energy, Research and Development Authority (NYSEDRA) and the New York State Office of Science, Technology and Academic Research (NYSTAR).
The Council meeting will discuss the following:
1) Update - Environmental Results Program (ERP) for autobody shops and printers.
2) Green Technology Institute
3) TRI Data - P2 Opportunities
4) Budget - program staffing

Notice of Acceptance of Final EIS
Chenango and Delaware Counties - The Dormitory Authority of State New York (DASNY), as lead agency, has accepted a Final Environmental Impact Statement on the proposed Chenango Countywide 911 Emergency Communications System Upgrade (Design, Development and Construction). Pursuant to 6 N.Y.C.R.R. § 617.9(b)(8), the Draft Environmental Impact Statement (DEIS) for the Chenango Countywide 911 Emergency Communications System Upgrade has been incorporated by reference into the FEIS. Therefore, it is important for all involved agencies and interested parties which have previously received a copy of the DEIS to retain that document, since the DEIS is an integral part of the FEIS. Pursuant to 6 N.Y.C.R.R. § 617.9(b)(8), the Draft Environmental Impact Statement (DEIS) for the Chenango Countywide 911 Emergency Communications System Upgrade has been incorporated by reference into the FEIS. The FEIS and DEIS are available for public review on the DASNY Website (http://www.dasny.org) (under the About DASNY column, select the Environmental Affairs link), and via a link on the Chenango County Website (http://www.co.chenango.ny.us/), and at the Sherburne Public Library (2 East State Street, Sherburne, New York), the Guernsey Memorial Library (3 Court Street, Norwich, New York), the Moore Memorial Library (59 Genesee Street, Greene, New York) and at the Sidney Memorial Public Library (8 River Street, Sidney, New York), in Delaware County. The Chenango County Board of Supervisors proposes to upgrade the existing radio communications system used by public safety personnel within Chenango County as part of the Chenango Countywide 911 Communications System Upgrade program. The communications network upgrade would include constructing additional communication support equipment to existing microwave transmission/receiver tower facilities and constructing new antenna towers, as appropriate, to enhance public safety radio system communication. The proposed project consists of activities at ten different sites in seven towns within Chenango County and at one site located within Delaware County.
