Project Description:
The Department has made a tentative decision to approve emission reduction credits (ERCs) for past reductions which were the result of a federally enforceable limit on residual oil usage. This limit is part of the facility's current operating permit. The applicant has requested 1.4 tons of particulate matter less than 10 microns (PM-10). These reductions were confirmed via a Department approved PM-10 stack test. Therefore, the Department will approve the 1.4 tons of PM-10 reductions in accordance with the requirements of 6 NYCRR Part 231, "New Source Review in Nonattainment Areas."

Project Description:
Install and operate a temporary dewatering system to facilitate construction of a new Air Traffic Control Tower and Base Building located within the Central Terminal Helix at LaGuardia Airport in Queens, NY. A maximum withdrawal of 1,600,000 gallons per day will be directed into an existing 48" drain pipe which discharges to Flushing Bay. The discharge is subject to the conditions of the Port Authority's SPDES permit NY0008133.
