Negative Declaration

Jefferson County - The Town of LeRay, as lead agency, has determined that the proposed Town of LeRay Water District No. 4 will not have a significant adverse environmental impact. The action involves the construction of a water distribution system comprising of approximately 58,400 lineal feet of water mains, 37,100 lineal feet of water services; corporation stop assemblies; curb stop assemblies; water meters; valves and fire hydrants. The project will also include the installation of master water meters at each point of interconnection of different water systems; groundwater source development and construction of an elevated water storage tank. The project is located along US Route 11, NYS Routes 342 and 283, Jefferson County Route 138, LaFave Road and intersecting town roads, as well as along outer Maple Street from the Village of Black River limits to the intersection of First Street West.

Positive Declaration and Public Scoping

Oneida County - The Town of New Hartford Planning Board, as lead agency, has determined that the proposed Southern Area of Town of New Hartford may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. A public scoping session will be held on June 18, 2007 at 6:00 p.m. at the Hughes Elementary School. The action involves the continued development of the Southern area of Town following guidelines and vision for future development as described in the Town's new comprehensive plan. The project is located in the Town of New Hartford, New York.

Notice of Acceptance of Draft EIS and Public Hearing

Jefferson County - The Village of Dexter Board of Trustees, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed 4D Developers, LLC Subdivision. A public hearing on the Draft EIS will be held on July 18, 2007 at 7:00 p.m. at the Village Offices, 100 Locke Street, Dexter, NY 13634. Written comments on the Draft EIS will be accepted until July 28, 2007. The action involves the Site Plan and Subdivision Approval to permit the development of approximately 54 acres of land with construction of about 95 single family homes and related infrastructure including roads, sewer and water. The project is located on the north side of County Rt. 53, Cemetery Road, Village Dexter, New York.

Notice of Acceptance of Draft EIS

Jefferson County - The Town of Clayton Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed PPM Energy-Horse Creek Wind Power Project. Written comments on the Draft EIS will be accepted until July 15, 2007. The action involves a proposed wind-powered generating facility of up to 62 wind turbines each anticipated to have a generating capacity of 2.1 megawatts ("MW") for a total maximum Project capacity of 130 MW. Each turbine consists of a 262 foot tall tubular steel tower, a 289 foot diameter rotor consisting of three 144 foot long composite blades, and a nacelle which houses the generator, gearbox, and power train. With a rotor blade oriented vertically, each turbine has a maximum height of 407 feet (including concrete pedestal). The project will also include approximately 16 miles of gravel access roads, 28 miles of buried electric cable, and a 200 foot by 200 foot substation. The project is located approximately five miles south-southeast of the Village of Clayton and three miles northeast of the Village of Chaumont, New York.
