Westchester County Refuse Disposal District No. 1
Request for Proposals for Disposal of Municipal Solid Waste
Westchester County Refuse Disposal District No. 1 (District) is issuing a final Request for Proposals (RFP) for Disposal of Municipal Solid Waste. The District will contract with a Contractor or Contractors to accept and dispose of the District's Municipal Solid Waste.
All Proposers and all proposed subcontractors must be licensed prior to the award of a contract. Proposers and their proposed subcontractors who are not already licensed are encouraged to begin the licensing process to assure that they meet the licensing requirements of the Westchester County Solid Waste and Recyclables Collection Licensing Law.
The RFP will be available beginning on Friday, June 29, 2007 from the County's website at www.westchestergov.com/rfp and from: Mario Parise, Director of Operations, Westchester County Department of Environmental Facilities, Division of Solid Waste, 270 North Ave., Sixth Fl., New Rochelle, NY 10801, (914) 813-5453.
The RFP is being made available to the public in compliance with New York State General Municipal Law, Section 120-w. Proposals are to be prepared in response to the final RFP and are due at the Westchester County Department of Environmental Facilities at 270 North Avenue, sixth (6th) Floor in New Rochelle, New York 10801 no later than 11:00 a.m. prevailing time on August 31, 2007. Any proposal received after August 31, 2007, 11:00 a.m. prevailing local time shall not be considered and shall be returned to the Proposer. The only acceptable evidence of receipt is a signed receipt from the Westchester County Department of Environmental Facilities.

The New York State Department of Environmental Conservation (NYSDEC) administers the Brownfield Cleanup Program (BCP) pursuant to State Environmental Conservation Law (ECL) 27-1400 et seq. The BCP was created to encourage the remediation and redevelopment of contaminated properties known as brownfields. The requestor indicated above has submitted a BCP application for the site indicated above.
NYSDEC will accept public comments concerning the application. A copy of the application and other appropriate documents (application package) is available in the site document repository located at the address indicated below.
NYSDEC will review the application package and public comments received and then make a determination on the eligibility of the application.

Negative Declaration (Amended)
Dutchess County - The New York State Department of Environmental Conservation (DEC), as lead agency, has determined that the proposed Tivoli Bay Phragmites Control and Monitoring Project will not have a significant adverse environmental impact. The action involves the treatment of up to 12 acres of Phragmites. Treated stands will be monitored for Phragmites regeneration, plant species diversity, and overall plant cover for five growing seasons following treatment. The project is located on Kidd Lane, Town of Red Hook, New York.

Notice of Acceptance of Draft EIS and Public Hearing
Dutchess County - The Town of Poughkeepsie Town Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Poughkeepsie Town Plan amendments, Zoning Law amendments, and Subdivision Law amendments. A public hearing on the Draft EIS will be held on June 27, 2007 at 7:00 p.m. at the Town of Poughkeepsie Town Hall, One Overocker Road, Poughkeepsie, NY. Orange County - The Town of Monroe Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Bald Hill Estates. A public hearing on the Draft EIS will be held on July 10, 2007 at 7:00 p.m. at the Town of Monroe Senior Center, 101 Mine Road, Monroe, NY 10950. Written comments on the Draft EIS will be accepted until July 27, 2007. The action involves the request for a site plan and special use permit approval for a 112-townhouse unit multiple dwelling group, plus subdivision of light industrial lands effectuated by the proposed road pattern. The site consists of an approximately 70+ acre tract of land in the LI (light industrial) and URM (urban residential-multifamily) zoning districts in the Town of Monroe adjacent to the Village of Monroe muncipal boundary. The SEIS includees Alternative #3, which is a proposal of a 138 townhouse unit multiple dwelling group plus subdivision of light industrial lands. Alternative #3 proposes a new access into the site via an extension of Larkin Drive, and this proposal would eliminate the southerly site access to CR 105 from the SEIS plan. Notice of Acceptance of Final EIS
Rockland County - The Sloatsburg Village Board of Trustees, as lead agency, has accepted a Final Environmental Impact Statement on the proposed Adoption of the Sloatsburg Comprehensive Plan, Central Business District Study and Comprehensive Zoning Amendments. The action involves the adoption of land use and conservation policies and land use regulation to effectuate said policies. The project is located in the incorporated Village of Sloatsburg, Town of Ramapo, New York.
