Project Description:

The Department of Environmental Conservation (DEC) has received an application to renew State Pollutant Discharge Elimination System (SPDES) # NY 0122165, for Mohawk Memorial Swimming Pool in Herkimer County. This is a pre-existing Private/Commercial/Institutional SPDES permit. DEC has made a tentative determination to renew this permit and set a standard five year term maintaining current effluent limitations and monitoring and reporting requirements. This permit involves the surface discharge of up to 80,000 gallons two times per year of treated waste into Minnow Creek tributary to Fulmer Creek, a class C stream.

DEC seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.

Project Description:

The Department has received a request to modify an existing permit and has drafted an Article 19 (Air Pollution Control) of the Environmental Conservation Law, an Air State Facility Permit, at the facility located at TECT Utica Corporation, 2 Halsey Road, Whitesboro, New York 13492. This permit continues to have three emission units. There is no increase or decrease of air emissions due to this modification, although permit refinements have better documented the plant's air emissions. The 1-SPRAY coating operation has been streamlined with respect to exempt/non-exempt regulatory status and the VOC content of the maskants in use have been refined and organized. The 2-ACIDS acid-etching operation has seen refinements to scrubber operation and maintenance as well as the emission inventory and the reporting thereof. Better documentation of the emission of hydrochloric, hydrofluroric and nitric acids has been developed. In the 3-MANUF emission unit, some sources were deleted and another added; these changes do not alter PM emissions, but rather describe and regulate them at an enhanced level.

The draft permit with conditions is available for review in the Region 6 NYS DEC office in Watertown, New York.
