Project Description: The Department of Environmental Conservation is reviewing a TRP application to allow the Belleayre Conservator to present the Belleayre Music Festival which features 15 performances throughout the summer. Events include a wide variety of music and dance and include two free family concerts. The 2007 season would be the 15th year the festival has been scheduled. Comments will be accepted until June 30th, 2007.

Westchester County Refuse Disposal District No. 1
Request for Proposals for Disposal of Municipal Solid Waste
Westchester County Refuse Disposal District No. 1 (District) is issuing a final Request for Proposals (RFP) for Disposal of Municipal Solid Waste. The District will contract with a Contractor or Contractors to accept and dispose of the District's Municipal Solid Waste.
All Proposers and all proposed subcontractors must be licensed prior to the award of a contract. Proposers and their proposed subcontractors who are not already licensed are encouraged to begin the licensing process to assure that they meet the licensing requirements of the Westchester County Solid Waste and Recyclables Collection Licensing Law.
The RFP will be available beginning on Friday, June 29, 2007 from the County's website at www.westchestergov.com/rfp and from: Mario Parise, Director of Operations, Westchester County Department of Environmental Facilities, Division of Solid Waste, 270 North Ave., Sixth Fl., New Rochelle, NY 10801, Phone: (914) 813-5453.
The RFP is being made available to the public in compliance with New York State General Municipal Law, Section 120-w. Proposals are to be prepared in response to the final RFP and are due at the Westchester County Department of Environmental Facilities at 270 North Avenue, Sixth (6th) Floor in New Rochelle, New York 10801 no later than 11:00 a.m. prevailing time on August 31, 2007. Any proposal received after August 31, 2007, 11:00 a.m. prevailing local time shall not be considered and shall be returned to the Proposer. The only acceptable evidence of receipt is a signed receipt from the Westchester County Department of Environmental Facilities.
Dutchess County - The Town of Milan Planning Board, as lead agency, has determined that the proposed Pasture Rock II Subdivision will not have a significant adverse environmental impact. The action involves the the second phase of a twelve lot subdivision consisting of seven new lots and revisions to boundaries of three existing lots. The action will include the creation of a rural lane, common driveways and private driveways. All lots will be served by well and septic. The project is located Woody Row Road, Town of Milan, NY.

Sullivan County - The Town of Fallsburg, as lead agency, has determined that the proposed Adoption of Local Law No. 1 amending the Fallsburg Zoning Code and Map will not have a significant adverse environmental impact. The action involves the revisions to the existing Zoning Code and Map for the Town of Fallsburg, New York to ensure compliance with Article 16 of New York State Town Law and to implement recommendations contained within the recently adopted Comprehensive Plan. The project is located in the Town of Fallsburg, New York.

Westchester County - The Town of North Salem Town Board, as lead agency, has determined that the proposed Clearwater Excavating request for Zoning Amendment will not have a significant adverse environmental impact. The action involves a petition from Gilbert Shott of Clearwater Excavating to rezone approximately 17.895 acres of land currently zoned R-1 One-Family Residential District to a new zoning classification to be known as CB - Contractor's Business District. The intention of the proposed action is to allow for limited commercial uses, including contractor's businesses, wholesale nurseries and landscape nursery and garden centers, and would allow for the existing non-conforming construction materials supply business, Clearwater Excavating, to lawfully expand onto an adjacent property currently under its ownership. The project is located along the north side of Hardscrabble Road, just east of the I-684 intersection, in the Town of North Salem, NY.

Positive Declaration and Public Scoping
Dutchess County - The Town of Hyde Park Town Planning Board, as lead agency, has determined that the proposed The Club at Hyde Park Planned Unit Development may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. Written comments on the draft scope will be accepted by the lead agency until July 18, 2007 close of business (4:00 p.m.). A public scoping session will be held on July 18, 2007 at 7:00 p.m. at the Hyde Park Town Hall. The action involves the development of a 140.5 acre parcel to create an active adult and senior community with three types of living arrangements consisting of single family estate homes, town homes and villa condominiums targeted for individuals age 55 and over. The amenties will also include a country inn/hotel and spa and an OASIS Educational Center and Performing Arts Center for the residents and community at large. Also planned are a storage facility, medical office, ampitheater and clubhouse. The project is located on the north side of St. Andrews Road, Hyde Park, NY.

Dutchess County - The New York State Office of Parks, Recreation and Historic Preservation and the Dormitory Authority of the State of New York, as co-lead agencies, has determined that the proposed Master Plan for The Beacon Institute for Rivers and Estuaries At Denning's Point in Hudson Highland State Park may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. Written comments on the draft scope will be accepted by the co-lead agencies for a period of ten (10) calendar days following the close of the the public scoping. A public scoping session will be held on Tuesday, June 26, 2007 at 7:00 p.m. at The Beacon Institute for Rivers and Estuaries, 199 Main Street, Beacon, NY 12508. The action involves the development, adoption and implementation of a Master Plan describing the and future institutional plans of The Beacon Institute. The centerpiece of those plans is the design and construction of The Institute's Center for Advanced Environmental Technology ("CAET"), an approximately 40,000 gross square foot environmental research facility. The project is located on and adjacent to the 64-acre peninsula of Denning's Point, a park within the Hudson Highlands State Park located along the Hudson River in the City of Beacon, NY.

Notice of Acceptance of Draft EIS and Public Hearing
Rockland County - The Town of Clarkstown, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Hyenga Lake. A public hearing on the Draft EIS will be held on July 25, 2007 at 7:30 p.m. at the Clarkstown Town Hall, 10 Maple Avenue, New City, NY 10956. Written comments on the Draft EIS will be accepted by the lead agency until ten (10) days after the close of Public Hearing. Copies of the DEIS for public review at the Clarkstown Town Hall or the Nanuet Public Library. The DEIS can also be viewed at the Town of Clarkstown web site: www.town.clarkstown.ny.us/html/planning.html . The action involves the development of 80 units of multifamily housing in eleven, two story building in reponse to a continued demand for multifamily housing in the Town of Clarkstown and Rockland County. The project is located on Pipetown Hill Road, Clarkstown, NY 10959.
