The applicant proposes the construction of an 18-hole championship golf course on 251.37 acres of land between the Robert Moses Parkway and Creek Road and south of Pletcher Road. The golf course entrance road will be from Creek Road to the proposed 15,000 square foot club house. The club house, associated parking and maintenance buildings, including sanitary sewer line connections, are specifically located to avoid impacts to regulated New York State (NYS) Freshwater Wetland LE-5, which is located on the site. Regulated activities in the wetland (totalling 0.84 acres) would be comprised of described selective hand clearing and construction of two elevated boardwalk crossings 80 and 55 feet in length. Approximately 7.36 acres of regulated 100 foot wide adjacent area would be disturbed by selective cutting and grading. Required wetland mitigation for regulated 100 foot wide adjacent area impacts includes preservation and relocation of big shellbark hickory sapplings (a threatened species in NYS) from construction areas to areas on the site that will not be disturbed and which total 7.37acres. A series of five ponds (including use of an existing pond) totalling 16.75 acres are proposed that would be used for golf course irrigation and to address off-site community stormwater control measures and existing downstream stormwater drainage concerns in the Four Mile Creek watershed. The Town of Lewiston (including the Town Board, Planning Board and Environmental Commission) acting as the SEQR Lead Agency, reviewed and evaluated the project by requiring preparation of a draft and final environmental impact statement.
