Project Description: The Department of Environmental Conservation is reviewing a TRP application to allow Combined Energy Services to remove electric utility poles and wire from Forest Preserve lands in Willowemoc Wild Forest and Mongaup Pond Campground. Comments will be accepted until June 20, 2007.


Negative Declaration

Dutchess County - The Town of Red Hook Planning Board, as lead agency, has determined that the proposed addition to Bard College Center for Science and Computational Studies will not have a significant adverse environmental impact. The action involves the construction of a three-story addition to the Bard College Center for Science and Computational Studies, totaling ± 19,500 square feet in size, and associated site development and improvements including installation of a geothermal wellfield, reconfiguration of existing utilities, construction of a ± 5,000 square foot single-story maintenance garage to replace an existing garage to be demolished, and landscaping on an approximately 6 to 8 acre project site within the 550 acre Bard College Educational Campus in the Town's Institutional (I) District. The project will be served by the Bard College sewer plant and central water supply system. The project is located at Annandale Road (CR 103), Town of Red Hook, NY.

Westchester County - The Westchester County Board of Legislators, as lead agency, has determined that the proposed Spruce Camp Renovations (Camp Morty) will not have a significant adverse environmental impact. The action involves the renovations of a pre-existing campground, located at Spruce Lake. The project involves demolition of approximately 29 cabins and structures, renovation of five existing buildings, and construction of new camp facilities to provide a summer sleep-away camp opportunity for approximately 100 youths. New facilities to be constructed include: approximately twelve platforms to support round tent structures called yurts; a new restroom with showers, which also requires a new septic field; a new lifeguard/boathouse and fixed dock near the lake; rehabilitation of the beach/lake shoreline area; replacement of the basketball court; creation of a "green lawn;" installation of a ropes course; small new visitor parking area; road realignment; and new gravel paths. The project is located Mountain Lakes Park, Hawley Road, Town of North Salem, NY.

Positive Declaration

Westchester County - The Town of New Castle Zoning Board of Appeals, as lead agency, has determined that the proposed Upper Westchester Muslim Society Masjid and Islamic Center may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves the approval of permits necessary to authorize the demolition of an existing single-family dwelling and accessory buildings and the construction and use of 24,690 square foot building as a place of worship (two stories plus a mezzanine level), including among other components a prayer hall, a religious school composed of 18 classrooms, a library and recreational facilities, and a 78 space parking lot. Driveway access to the site is proposed from a location along the Pines Bridge Road frontage of the subject site approximately opposite Hoag Cross Road. The project is located 130 Pines Bridge Road, Town of New Castle, NY.

Notice of Acceptance of Draft EIS and Public Hearing

Dutchess County - The Town of Poughkeepsie Town Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Poughkeepsie Town Plan amendments, Zoning Law amendments and Subdivision Law amendments. A public hearing on the Draft EIS will be held on June 13, 2007 at 7:00 p.m at One Overocker Road, Poughkeepsie, NY. Written comments on the Draft EIS will be accepted until June 25, 2007. The action involves the adoption of an amended comprehensive plan and adoption of zoning law and subdivision law amendments to implement the comprehensive plan policies. The project is located in the Town of Poughkeepsie, Dutchess County, NY.

Orange County - The Town Board of the Town of Wallkill, as lead agency, has accepted a Draft Generic Environmental Impact Statement (DGEIS) on the proposed Amendments to Town Code. A public hearing on the DGEIS will be held on June 28, 2007 at 7:30 p.m. at the Town of Wallkill Town Hall, 99 Tower Drive Building A, Middletown, NY 10941-2026. Written comments on the DGEIS will be accepted until July 8, 2007. The action involves the Town of Wallkill zoning code and district map which are proposed to be updated and amended with substantial changes covering approximately 8,950 acres of land area with in the Town. These changes include the removal of the existing "Manufacturing and Industrial" (MI) and "Planned Interchange Development" (PID) zoning districts. Those districts are being replaced, in whole or in part, with new "Enterprise" (ENT), "Light Enterprise" (ENT-L), "Office and Research" (O/R), "Town Center" (TC) and "Low Density Agricultural" (RA-1) districts. In addition, the existing "Highway Commercial" (HC) district is being revised and replaced in some areas by "Light Enterprise", the "Performance Overlay" (POD) district is being modified, new landscaping standards are being proposed for developments seeking site plan review, and many of the existing district boundaries throughout the Town, including residential areas, are being modified. The project is located in the Town of Wallkill.

Notice of Acceptance of Final EIS

Westchester County - The City Council - City of New Rochelle, as lead agency, has accepted a Final Environmental Impact Statement on the proposed Church/Division Mixed Use Development Project. A public hearing on the Final EIS will be held on June 12, 2007 at 8:00 p.m. at the Council Chamber-City of New Rochelle City Hall, 515 North Avenue, New Rochelle, NY 10801. The action involves the redevelopment of two large muncipally owned parking facilities, and the assemblage of several other privately owned parcels to comprise an approximately five acre site located in dwontown New Rochelle. The project includes public open space, residential, retail and office uses and off street parking facilities. The project is located in the City of New Rochelle, NY, the site is bound by Church Street to the northeast, Main Street to the northwest, Prospect Street to the southeast and Centre Avenue to the southwest. Division Street bisects the project site.
