Project Description:

The New York State Department of Environmental Conservation (DEC) has drafted a Part 373 Permit Modification for the proposed remedies for the implementation of a corrective measures program to monitor, collect and treat contaminated groundwater. In addition, a Statement of Basis (SB) explains the procedures to be undertaken to arrive at the proposed corrective measures.

DOCUMENT AVAILABILITY AND PUBLIC COMMENT:

Copies of the modification of the existing permit, statement of basis, investigation reports and fact sheet will shortly be available for review at the following locations:

Project Description:

The applicant proposes to remove approximately 49 acres of trees within State-designated Freshwater Wetland PV-51 (Class II) and its 100-foot adjacent area, resulting in conversion from forested to a shrub-dominated wetland. An additional 42 acres of trees will be cleared outside the regulated wetland areas. The trees are located primarily within the approach of Runway 24 at the Dutchess County Airport. In addition, this area contains two state-protected streams that flow within or near the proposed obstruction removal area. These streams include a tributary of Wappinger Creek (Water Index No. H-104-4-1; Class B(T)) and a subtributary of Wappinger Creek (Water Index No. H-104-4-1-1; Class C(T)). The stated goal of the project is to establish a clear runway protection zone at the end of the runway and clear approach slope of 34:1 within several thousand feet of the runway. To partially mitigate adverse impacts, the applicant will remove certain non-native shrubs and re-plant native shrub species.

Project Description:

The proposed project is the maintenance dredging of the Cornwall Yacht Club on Shore Rd., Cornwall on Hudson. The dredging will be preformed by a mechanical clam shell type dredge to an average depth of 2 feet within the marina resulting in the removal of approximately 6,725 cu. yds. of material. The dredged material will be stockpiled in the boat storage area on the western property boundary of the yacht club for dewatering and drying. The drying pen will be about 40 feet X 50 feet with a depth of 2.5 feet surrounded by a double row of staked hay bales with a silt fence between them and will store about 300 cu. yds. of material to be dewatered at a time. The material (approximately 2,975 cu.yds. of dewatered dredged material) will help to permanently stabilize an existing embankment between the Village of Cornwall owned street, Shore Road, and the Cornwall Yacht Club, as fill behind a sheet pile bulkhead which will be installed above the mean high water mark (elevation 3.0). The remainder of the dredged material (approx. 3,750 cu. yds.) will be graded into the boat staging/pushing area.

The applicant proposes to expand the boundaries of the Bellvale Water District and acquire two new water supply wells for use in the District. The expanded District boundaries will include the proposed BCM Subdivision located on north of the intersection of NYS Route 17A and Pumpkin Hill Road. The two wells are also located on the proposed BCM Subdivision site and have tested capacities of 61 and 60 gallons per minute (gpm). The total proposed taking for the District will increase from 28,025 gallons per day to 89,625 gallons per day.

No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
