Project Description: The action involves a subdivision of 61.9 acres containing wetlands into six lots each to be developed by a single family dwelling and five of the lots to be conveyed as bona fide gifts. Five of the lots will be approximately 1 acre in size and will be developed by one new single family dwelling to be served by an individual conventional on-site wastewater treatment system and individual well water supply. The retained lot will be approximately 57 acres in size and is developed by a pre-existing single family dwelling and several barns. No new land use or development is proposed for this lot. The project site is located within 1/8 mile of Lands of the State of New York Classified as Wilderness, a critical environmental area. No filling of wetlands is proposed. The existing and proposed dwellings will be clustered together in a 12± acre portion of the project site, within 900 feet of Edwards Hill Road. Due to existing topography and mature vegetation, the proposed dwellings will not be visible from Edwards Hill Road.

Project Title: National Grid

Location: Town of Schroon, Essex County, Town of Chester Warren County within the utility line right-of-way of National Grid between NYS Route 9 at Pottersville and the vicinity of Thurman Pond to the north.

Project Description: The project consists of installing seven poles greater than 40 feet in height. A 47.5 ft. tall pole will be replaced with a 52 ft. tall pole. A 34 ft. tall pole will be removed from a wetland and replaced with a three-pole structure 43 ft. tall outside of the wetland boundary in an upland area. One 34 ft. tall pole will be removed from a wetland. A 34 ft. tall pole will be replaced with a three-pole structure 47.5 ft. tall. A 61 ft. tall two-pole structure will be have one 61 ft. tall pole installed to make it a 61 ft. tall three-pole structure. A 56.5 ft. tall two-pole structure will be have one 56.5 ft. tall pole installed to make it a 56.5 ft. tall three pole structure. A 52 ft. tall two-pole structure will have one 52 ft. tall pole installed to make it a 52 ft. tall three-pole structure. All work to be undertaken within wetland boundaries will be undertaken during dry times of the year or under frozen earth conditions. This utility line reconstruction project has also been the subject of Agency Jurisdictional Determination J2006-604 which involves replacement of poles within wetland boundaries along with other pole and utility line replacements.

Negative Declaration

Clinton County - The Town of Plattsburgh, as lead agency, has determined that the proposed Champlain Centre North site plan modification, subdivision and variance application 2007 will not have a significant adverse environmental impact. The action involves the subdivision of an 85.5 acre developed parcel into two parcels consisting of a 9.99 acre parcel and 75.54 acre remaining lands and also includes amending a previously approved site plan review for the demolition of an existing 80,939 sq. ft. building area and construction of a new 126,842 sq. ft. addition for a new gross building total area of 705,635 sq. ft. Modifications include relocating part of the outer ring road and a detention basin. The project is located on the east side of Smithfield Blvd. (61 Smithfield Blvd) in the Town of Plattsburgh.

Saratoga County - The Saratoga Springs Planning Board, as lead agency, has determined that the proposed 54 Phila Street mixed use building will not have a significant adverse environmental impact. The action involves the construction of a new 35,000square foot four-story mixed use building with approximately 9,000 square feet of retail use on the first floor and approximately 26,000 square feet of office use on the upper floors. The proposed actions involved are variances from the Zoning Board of Appeals and site plan review from the Saratoga Spring Planning Board and architectural review from the Saratoga Springs Design Review Commission. The project is located at 54 Phila Street, Saratoga Springs in Saratoga County.
