The applicant proposes to re-develop a single family residential lot at 45161 County Route 191 on Wellesley Island, near the landward end of Lake of the Isles. A current mobile home will be replaced by a 52' x 26' double wide mobile home, and a 28' x 24' garage will be constructed. The site borders regulated freshwater wetland TP-5, a 91 acre Class II wetland.

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The applicant proposes to develop and operate a 24.2 acre surface sand and gravel mine within a 209.72 acre parcel under his ownership. The proposed mine would be located on the Stokes-Westernville Road 800 feet west of the River Road intersection. The mine is intended to operate as a traditional surface extraction of sand and gravel. Mining is not proposed for below the local water table. Excavation will be done by mechanical equipment, standard for sand and gravel mining operations. Material will be stockpiled as unprocessed "run-of-bank", or processed with portable screens and crushers. Maximum processing rates for the screen and crushing operations will not exceed 150 tons-per-hour (TPH). Final reclamation will restore the site to a 24.2 acre uniformly graded and revegetated open space. Upland reclamation will include the replacement of stockpiled topsoil, and reseeding with an approved USDA SCS seed mixture. The reviewed life-of-mine area is 24.2 acres.
