Placement of fill behind the new bulkhead which will be located seaward of apparent high water will result in the permanent loss of approximately 353 square feet of tidal wetlands known as littoral zone (SM/LZ). The applicant also proposes to remove debris and plant an 1880 square foot area of SM/LZ with Spartina alterniflora. Project Description:

The Department has prepared a Draft Permit and has made a tentative determination to approve this application. The existing facility, known as the Shoreham Electric Generating Facility was originally permitted in January 2002. The Shoreham Electric Generating Facility consists of two General Electric (GE) LM6000 Sprint simple cycle combustion turbines. The total electrical power from these two combustion turbine generators is limited to a net output of 79.9 MW to the electric grid. The combustion turbines fire natural gas only and operate in simple cycle mode (no heat recovery) to provide electric generation particularly during periods of high demand. The combustion turbines utilize water injection and selective catalytic reduction (SCR) to control nitrogen oxide (NOx) emissions and an oxidation catalyst to control emissions of carbon monoxide (CO) and volatile organic compounds (VOC). In 2002 the facility received a State Facility air pollution control permit allowing the construction and operation of the subject facility. Pursuant to Sections 201-6.1(a)(4) and 201-6.3(a)(2) of Title 6 of the New York Codes, Rules and Regulations (?NYCRR?), PPL Shoreham Energy, LLC is required to apply to DEC for a federal operating permit under Title V of the CAA within one year of commencing commercial operation of the facility, which began in June of 2002.

The facility is subject to 6NYCRR Subpart 201-6, Subparts 225-1, 227-1, 227-2, and 227-2.6. In accordance with 6NYCRR Parts 621.5(d)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. It is recommended that an appointment be made to confirm the availability of the subject files. The DEC will endeavor to make the files available within 2 business days of contact, during normal business hours (8:30 am through 4:45 pm), unless the requestor wishes to inspect the files at a later date. Project Description:

The Department has prepared a Draft Permit and has made a tentative determination to approve this application for modification of an existing Air State Facility Permit. The existing permit authorizes the operation of two emergency generators participating in the peak load management system (PLM) under the Coordinated Demand Reduction Program (CDRP). Under the CDRP these generators will be operated to provide electric power to the facility during high local power demand. The facility has requested this modification to allow the inclusion of a third generator in the PLM program. Two other emergency generators would be operated as exempt sources.

The potential emissions of carbon monoxide, particulate matter, nitrogen oxides, sulphur dioxide, and VOCs from the diesel generators shall be limited below the Title V and New Source Review (NSR) thresholds.
