Negative Declaration

Putnam County - The Town of Southeast Planning Board, as lead agency, has determined that the proposed Strazza lot line adjustments will not have a significant adverse environmental impact. The applicant, Rocky Farm Estate, Inc., proposes lot line adjustments on an approximately 47.5 +/- acre property, located in the R-160 Zoning District on Doansburg Road creating four (4) conforming lots and improving same with driveways, dwellings, and subsurface sewage disposal system. The project is located on Doansburg Road, Town of Southeast, Putnam County, NY.

Dutchess County - The Town of Beekman Planning Board, as lead agency, has determined that the proposed Martin Road Development will not have a significant adverse environmental impact. The action involves the development of a proposed 36-lot conventional residential subdivision for single-family dwellings accessed via proposed loop-type Town subdivision streets (total of 5,982 lineal feet with 4 intersections on Martin Road) and served by individual lot driveways, individual on-site water supply and sanitary sewage facilities, and stormwater management facilities through consolidation and re-subdivision of a combined 114.72-acre tract (TMP 2200-6658-00-765965, -845915 and -906846 and TMP 2200-6659-00-656111 and -720049, otherwise being Lots 20 through 24, FM 8883) consisting of 24.06 acres in the R-45 District and 90.66 acres in the R-90 District, all as depicted in a set of Preliminary Plat drawings entitled "Preliminary Site Plan Submission for Martin Road Development", dated November 6, 2006, and successively revised to December 11, 2006 and April 2, 2007, and in bound volumes entitled "Stormwater Management Report" dated November 6, 2006, and revised to April 2007, and "Stormwater Pollution Prevention Plan for Construction Activities" dated December 2006 and revised to April 2007, all as prepared by BL Companies.

A related off-site improvement to be undertaken in cooperation with the Town Highway Department is the closing of Old Martin Road to through traffic at the location of an existing cul-de-sac. The project is located northeasterly of Martin Road, west of Beekman Road (CR 9), in the Town of Beekman, Dutchess County.

Positive Declaration and Public Scoping

Orange County - The Town of Montgomery Planning Board, as lead agency, has determined that the proposed Walden Country Club (Roswind) may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. A public scoping session was held on May 14, 2007 at 8:00 p.m. at the Town of Montgomery Government Center, Town Hall, 110 Bracken Road, Second Floor, Montgomery, NY. Written comments will be accepted until Friday, May 18, 2007. The action involves the development of a series of tax parcels totaling 135.5 acres into a combination of 176 single family homes, 180 multiple family homes and approximately 12,800 square feet of commercial space. The project is located at NYS Route 208 and Bailey Road north of Route 17K, Town of Montgomery, County of Orange, NY.

Notice of Acceptance of Draft EIS and Public Hearing

Orange County - The Town of Newburgh Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Driscoll Subdivision. A public hearing on the Draft EIS will be held on June 7, 2007 at 7:00 p.m at the Town of Newburgh Town Hall, 1496 Route 300, Newburgh, NY. Written comments on the Draft EIS will be accepted until 4:30 p.m, June 18, 2007. The action involves 107 single family dwelling units. There are two existing dwelling units on the property at this time; 105 new dwelling units will be constructed. Public water and sewer service will be used at this site. The site is mostly wooded, with some wetlands. These wetlands have been identified as federal wetlands and have been delineated on site in eight locations, totaling 11.05 acres. These wetlands will have a minimum disturbance, and any impacts have been mitigated by the applicant. The proejct has been zoned R-3 and is adjacent to the Kross Subdivision. These subdivisions have approximately the same lot and house sizes, so the new construction fits in with the surrounding community character . The project is located on NYS Route 300, with another access onto Gardnertown Road, Town of Newburgh, Orange County, NY. Copies of the Draft EIS will also be filed for public review in the Newburgh Public Library as well as the Newburgh Town Hall. This document will also be available on-line at the Town of Newburgh's website, www.townofnewburgh.org/.
