Project Description:

The applicant proposes to repair approximately 1,000' of snowmobile trail by placing geotextile fabric in ruts created by ATV's, filling the ruts with #4 stone, placing filter fabric on top and dressing with crusher run stone. The site is located west of County Road 189 beneath the power line, 1.5 miles north of Worth. The purpose of the project is to provide safe passage by a trail groomer. A Temporary Revocable Permit from the New York State Department of Environmental Conservation is required to undertake the work.

The Department has made a tentative determination in accordance with its Environmental Benefit Permit Strategy to modify a SPDES permit for the discharge of 45,000 GPD of treated sanitary waste water to the Black River from the applicant's treatment facility in the Village of Castorland, Lewis County.

The following is a summary of the proposed permit changes to revise effluent BOD and TSS limits to reflect equivalent secondary effluent limitations for waste stabilization ponds and to require continuous effluent flow monoitoring:

A) existing permit has BOD limits of 30/45 mg/l (30 day & 7 day average), revised to 45/65 mg/l;

B) existing permit has TSS limit of 70 mg/l 30 day average, revised to include a 7 day average limit of 105 mg/l.

Project Description:

The New York State Department of Environmental Conservation (NYSDEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY 002-1377, DEC Identification #: 6-3030-00004-00001), the Village of Camden Wastewater Treatment Plant pursuant to 6 NYCRR Part 750-1.18, New York State's Environmental Benefit Permit Strategy (EBPS). The changes to the permit are as follows:

Addition of temperature limit at outfall 001. A short term high intensity sampling program shall be implemented at outfall 001. This shall consist of 24 hour composite samples one day per week for five consecutive weeks. The sample shall be analyzed for Total Mercury, using EPA Method 1631. Results of analysis shall be report in nanograms per liter (ng/l) and grams per day (g/d), and submitted to the NYSDEC.

The modification also includes several other minor reporting modifications. The Village of Camden WWTP has surface discharge into West Branch Fish Creek , a class C(T) water. NYSDEC seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.

Project Description:

The project site is one of thirteen statewide sites identified by the Governor's Office of Regulatory Reform (GORR) and the Empire State Development Corporation that possess specific criteria required by the semiconductor industry for a manufactoring site. Economic Development Growth Enterprises (EDGE), acting as the agent for The State University of New York Institute of Technology, is sponsoring a "third party" development of the 280 acre site. EDGE has applied for a Department of the Army permit to impact 9.64 acres of freshwater wetland and 3,027 linear feet of intermittent stream, and 2,184 linear feet of ephemeral stream. None of the impacted freshwater wetlands or streams are regulated by DEC. It is understood that a conditional Department of the Army permit and DEC Water Quality Certification could be transferred to an end-user.

Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
