Project Description: The Department of Environmental Conservation is reviewing a TRP application to allow use of Sugar Hill State Forest for a wetlands restoration project by the Upper Susquehanna Coalition.

The project is located in the Town of Orange, Schuyler County. Project will involve the creation of small shallow water areas of wetland habitat. Appropriate Best Management Practices for erosion and sedimentation control will be utilized.

Comments will be accepted through close of business May 25, 2007.

Pursuant to subdivision 5 of Section 23-1101 of the Environmental Conservation Law, the New York State Department of Environmental Conservation hereby gives public notice of the following:

The Department has determined that public bids for the leasing of a parcel of State land totaling 1.04 acres of State Route 34 in the Town of Veteran , Chemung County for oil and natural gas production is unreasonable and impracticable. The Department intends to lease such lands to Fortuna Energy, Inc. for such purpose.

Negative Declaration

Monroe County - The Sweden Town Board, as lead agency, has determined that the proposed incentive zoning for unimproved portion of highlands at Brandon Woods will not have a significant adverse environmental impact. The action involves application to the Town Board of the Town of Sweden for incentive zoning designation for approximately 30 acres of land, lying south of Route 31, adjacent to the recently appproved Wal-Mart Super Center site. The subject parcel is already subdivided under the R-1 residential zone. The applicant seeks to have the unimproved portions of the land rezoned under the Town of Sweden Incentive Zoning Law. The project is located approximately 1020 feet south of the intersection of Route 31 and Talamora Trail.

Livingston County - The Village Board of the Village of Geneseo, as lead agency, has determined that the proposed Adoption of the Village of Geneseo Comprehensie Plan Update will not have a significant adverse environmental impact. The action involves the adoption of an update to their Comprehensive Plan to guide land use and development decisions. The plan includes an update of the goals and objectives, overview of existing conditions, and future land use and development plans for the Village. The plan also includes recommendations for implementing the vision set forth in the plan.. The project is located in the Village of Geneseo, Livingston County, NY.

Positive Declaration and Public Scoping

Monroe County - The Town Board of the Town of Greece, as lead agency, has determined that the proposed Southwestern Commons Commercial and Senior Citizen Residential Development may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. A draft scope of environmental analysis will be made available for review and comment by all involved and interested agencies and the public, with the review and comment period to end at 5:00 p.m., May 25, 2007. The action is for commercial development and housing for senior citizens, with related paved parking, utilities, grading, landscaping/buffering, and other site modifications. The project is located generally south of and including 4057-4389 West Ridge Road (NYS Route 104) and generally east of 1850-1878 Manitou Road (Monroe county Route 208, Town of Greece, NY.

Notice of Acceptance of Final EIS

Monroe County - The City of Rochester Director of Zoning, as lead agency, has accepted a Final Environmental Impact Statement on the proposed Highland Hospital Employee Ramp Garage. The action involves constructing a 3 ½ level, 323 space employee parking garage and to maintain a surface parking lot at 875 South Avenue to serve Highland Hospital located at 1000 South Avenue. The project is located at 875 South Avenue, Rochester, NY 14620.

Steuben County - The Steuben County Industrial Development Agency as lead agency, has accepted a Final Environmental Impact Statement on the proposed Windfarm Prattsburgh, LLC. The action involves the construction of a wind-powered generating facility with a maximum potential capacity of up to 66 megawatts, which is proposed to include 44 turbines. In addition to the wind turbines, the Project will involve construction of two 80-meter tall meteorological towers, a system of gravel access roads, overhead and underground electrical interconnect lines, a 5,000 square foot operations and maintenance building and associated 2-acre storage yard, and an approximately 1.75-acre interconnection substation.. The project is located in the Town ofPrattsburgh in northeast Steuben County and the Town of Italy in south-central Yates County.
