The project sponsor has proposed the operation of a 91 acre life of mine quarry on a 219 acre parcel. The operation of the quarry will include drilling, blasting, crushing and processing. The proposed mine entrance is on County Route 35, approximately 1800' north of Wackford Road.

A public informational meeting is scheduled for May 7, 2007 at 7:00 at the Oxford Village Fire Department located at 20 Main Street, Oxford, NY. This site is handicap accessible.

State Environmental Quality Review (SEQR) Determination:
Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.
SEQR Lead Agency: NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination:
A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

This proposal is consistent with the Programmatic Environmental Impact Statement On Aquatic Vegetation Control Program of the Department of Environmental Conservation and its Findings. The area of application is along the Seneca River in the Jack's Reef vicinity.

The NYSDOT proposes to reconstruct State Route 104 from Scriba to New Haven which would impact approximately 0.79 acres of state wetland and 5.46 acres of the protected adjacent area of 6 different wetlands. Federal wetland impacts result in compensatory mitigation of 3.2 acres to replace the lost wetland functions along Route 104. The application and project plans are available for review in the Syracuse Office.
