Project Description: Seneca Meadows, Inc. (SMI) has submitted a Part 360 Solid Waste Management Renewal and Modification application for a 360‑acre landfill located on Route 414 in the Town of Seneca Falls, Seneca County, New York. The facility is on an 898-acre site and consists of the existing landfill, storm water channels and access roads, storm water ponds, leachate treatment facility, the tire facility, and an existing soil borrow area. The Seneca Meadows Wetland Preserve, a wetland mitigation site which is required by the Part 360 permit, is located across Route 414 from the landfill.

The existing waste acceptance rate, which is an annual-permitted tonnage limit of 6,000 tons per day (tpd), is not proposed for increase. Operations of the landfill are under various stages of active working faces, interim cover, final cover, and closure.

The modification proposes to add the operations of the existing Waste Tire Processing Facility (storage and processing) to the Part 360 permit due to changes in the Part 360 regulations that require registered waste tire facilities to be permitted under Part 360. The current waste tire facility accepts 7,000 tires per day for recycling and use in the landfill for drainage systems and other components, and stores 200,000 tires per pile (20 piles total). No changes to the Waste Tire facility operations are proposed.

Public Comment Hearing: Pursuant to 6 NYCRR Subpart 621.8, a public comment hearing will be conducted in two (2) sessions on Thursday August 10, 2017 at:

The first session will begin at 3:00 pm and the second session will begin at 6:00 pm. The public comment sessions are to receive unsworn comments on the proposed project. Written comments may also be submitted.

ALL PERSONS, ORGANIZATIONS, CORPORATIONS, OR GOVERNMENT AGENCIES WHO MAY BE AFFECTED BY THE PROPOSED PERMITS ARE INVITED TO ATTEND THE HEARING AND TO SUBMIT ORAL OR WRITTEN COMMENTS ON THE APPLICATION. IT IS NOT NECESSARY TO FILE IN ADVANCE TO SPEAK AT THE HEARING. LENGTHY COMMENTS SHOULD BE SUBMITTED IN WRITING. EQUAL WEIGHT WILL BE GIVEN TO BOTH ORAL AND WRITTEN STATEMENTS. THE ADMINISTRATIVE LAW JUDGE (ALJ) MAY LIMIT THE TIME AVAILABLE FOR ORAL COMMENTS TO 3 MINUTES PER PERSON TO ENSURE THAT ALL PERSONS HAVE AN OPPORTUNITY TO BE HEARD. THE HEARING FACILITY IS REASONABLY ACCESSIBLE TO THE MOBILITY IMPAIRED.

Translator services shall be made available, at no charge, upon written request to the ALJ. All requests must be made to the NYSDEC Office of Hearings and Mediation Services, ALJ Molly T. Interpreter services shall be made available to deaf persons, at no charge, upon written request to the ALJ at the address listed above by July 31, 2017.

State Environmental Quality Review (SEQR):

The application to modify the permit was deemed to be an Unlisted action pursuant the State Environmental Review Act (SEQRA) due to the addition of the Waste Tire Processing Facility. The Department issued a Negative Declaration on July 14, 2017 that addressed the addition of the Waste Tire Processing Facility to the Part 360 permit. All other aspects of the facility remain unchanged and are not subject to SEQR in the processing of the renewal application.

State Historic Preservation Act (SHPA):

The proposed activity is not subject to review in accordance with SHPA. The application type is exempt and/or the project involves the continuation of an existing operational activity.

The permit applications with supporting documents, including the renewal application and revisions, the Tire Processing Facility Operations and Maintenance Plan, the Landfill Operations and Maintenance Plan, Contingency Plan, Environmental Monitoring Plan, and the Odor Control Summary Report may be reviewed at the following locations during normal business hours:

How to Provide Your Comments: Any interested person may submit comments in writing, or verbally at the public comment session. All comments will be considered in making the final decision about issuance of the permit. Written comments about the permit application must be RECEIVED BY August 18, 2017 to be considered and should be sent to:
