Public Information & Meetings on Proposed Revisions to Bulk Storage Regulations

Bulk Storage of Petroleum and Chemicals; Management of Used Oil

The New York State Department of Environmental Conservation (DEC) has proposed revisions to regulations for the bulk storage of petroleum (Petroleum Bulk Storage (PBS)) and chemicals (Chemical Bulk Storage (CBS)) and for the management of used oil. DEC is revising these regulations to reflect changes in State laws and federal laws and regulations. DEC will accept public comments on these proposed rules through Tuesday, November 4, 2014.

To help the public understand the proposed regulations, DEC will hold public information meetings in Albany on September 4, 2014; New York City on September 9, 2014; and Rochester on September 11, 2014. Legislative public hearings will be held to receive verbal and written comments about the proposed rules will be held in Albany on October 14, 2014 Rochester on October 16, 2014 and New York City on October 23, 2014. Prior to each hearing, a public information meeting will also be held from 1:00 PM - 2:30 PM at the same location. Seating is limited for the information meetings and hearings so persons planning on attending are encouraged to pre-register.

Webinar

DEC hosted an online webinar on Tuesday, August 26, 2014 from 10:00 AM - 12:00 PM. During the webinar, DEC presented an overview of why the regulations are being revised, summarized the changes being made to the PBS, CBS, and used oil regulations, and answered questions submitted via a "chat" feature.

Public Information Meetings

DEC will host public meetings at three locations as detailed below. The purpose of the meetings is to provide the public with information about the proposed revisions to the regulations so they can anticipate the changes and decide if they want to submit comments regarding the proposed changes. Due to seating limitations, people who wish to attend one of these sessions are encouraged to pre-register.

Pre-Register to Attend an Information Meeting or Public Hearing

To reserve a spot at one of the public information meetings or public hearings, follow these steps:

  1. Go to http://www.eventbrite.com/o/nys-department-of-environmental-conservation-6797915627 (link leaves DEC website)
  2. Select the meeting or hearing that you are interested in attending.
  3. Register for a specific session.

It is not necessary to bring the pre-registration receipt to the meetings or hearings as DEC staff will have lists of attendees. If the meetings are at room capacity, only persons who have pre-registered will be allowed into the meeting until such time that additional seating space becomes available.

Public Hearings

DEC will host public hearings at three locations as detailed below. The purpose of the hearings is to provide a formal way for persons to provide oral and written comments on the proposed regulations. It is not necessary to attend a hearing to provide comments to the DEC regarding the proposed regulations. Written comments submitted online or by mail have the same weight as comments received during a hearing. Prior to each hearing, a public information meeting will also be held from 1:00 PM - 2:30 PM at the same location. Due to seating limitations, people who wish to attend one of these sessions are encouraged to pre-register (see instructions above).
