Proposals for the Standby Response Services Contracts for the Division of Environmental Remediation must be received by the New York State Department of Environmental Conservation, Division of Management and Budget Services, Bureau of Expenditures Accounting and Travel, 625 Broadway, 10th Floor, Albany, NY 12233-5025, Attn: Lori Liddane by 1:00 p.m. on Tuesday December 29, 2015. These submittals will be publicly opened and acknowledged at the above time and date. Telegraphic or other electronically transferred proposals will not be accepted.

Description: The New York State Department of Environmental Conservation (NYSDEC), Division of Remediation is in the process of procuring multiple long-term response services contracts. Response services are defined as any action taken to address a time-critical situation which requires immediate action to ensure that a release or potential release of contaminants (i.e. petroleum, hazardous waste) does not threaten the immediate public health or the environment. The services include containment, clean-up, and proper disposal of materials, waste, and debris resulting from spills of petroleum, hazardous wastes or other hazardous materials or regulated waste or products.

There will be multiple contracts awarded for each NYSDEC Region. Each contract will be for a term of five (5) years with two optional one-year extensions. These will be standby contracts with no minimum guarantee of work.

Mandatory Requirements and Eligibility/Qualifications Requirements

  1. All Proposers Must attend a Mandatory Pre-Proposal Meeting scheduled for Monday, November 30, 2015 at 1:00 p.m., at NYSDEC, 625 Broadway, Room PA 129 A&B, Albany, NY 12233. A maximum of two (2) representatives per Proposer will be permitted to attend. Firms are advised to contact the Department's Designated Contacts listed below to register attendees prior to the date of the meeting.
  2. All Proposals Must be received by 1:00 p.m. on Tuesday, December 29, 2015, by the New York State Department of Environmental Conservation, Division of Management and Budget Services, Bureau of Expenditure Accounting and Travel Services, 625 Broadway, 10th Floor, Albany, NY 12233-5025, Attn: Lori Liddane.
  3. Proposers must meet all of the mandatory requirements as stated in the RFP.

Pursuant to State Finance Law 139-j and 139-k, this Request for Proposal (RFP) includes and imposes certain restrictions on communications between a government entity and an offerer during the procurement process.
